ระเบียบนี้ให้ใช้บังคับการยืมหนังสือตั้งแต่วันที่ 24 สิงหาคม พ.ศ.2541 เป็นต้นไป
ผู้มีสิทธิยืมหนังสือคือ
- สามัญสมาชิก - สมาชิกวิสามัญ - ภาคีสมาชิก
จำนวนเล่มที่ยืมได้แต่ละครั้งและกำหนดระยะเวลายืม
3.1 สามัญสมาชิกและสมาชิกวิสามัญ ยืมหนังสือได้ครั้งละ 3 เล่ม ในเวลา 10 วัน
3.2 ภาคีสมาชิก ยืมหนังสือได้ครั้งละ 3 เล่ม ในเวลา 7 วัน
ค่าปรับในกรณีไม่ส่งหนังสือคืนภายในกำหนดหรือทำหนังสือหาย
4.1 กรณีไม่ส่งหนังสือคืนภายในกำหนดให้ปรับอัตราเล่มละ 3 บาทต่อวัน นับแต่วันที่เกินกำหนดเป็นต้นไป
4.2 กรณีทำหนังสือหายให้ติดต่อเจ้าหน้าที่โดยด่วน เพื่อ
4.2.1 ชำระค่าปรับที่ทำหนังสือหายเล่มละ 50 บาท และ
4.2.2 ให้ซื้อหนังสือชื่อเรื่องเดียวกัน ฉบับที่พิมพ์ครั้งล่าสุดมามอบให้แก่ห้องสมุด หากไม่สามารถกระทำได้และหนังสือดังกล่าวในวรรคแรกไม่มีจำหน่ายในขณะนั้น ให้ยืมหนังสือ ชื่อเรื่องเดียวกัน ผู้แต่งคนเดียวกันจากห้องสมุดไปถ่ายสำเนาและเย็บเล่ม โดยทำปกให้เรียบร้อย มามอบให้แก่ห้องสมุด ในกรณีตามวรรคแรกหรือวรรคสองจะต้องชำระค่าปรับในอัตราเล่มละ 3 บาทต่อวัน นับแต่วันที่เกินกำหนดส่งคืนเป็นต้นไปด้วย
กรณีไม่ยอมชำระค่าปรับหรือไม่ยอมดำเนินตาม ข้อ 4.2.2 ห้องสมุดจะดำเนินการตามข้อ 25 ของข้อบังคับเนติบัณฑิตยสภา พ.ศ. 2507 ดังนี้
"สมาชิกผู้ใด ไม่ชำระหนี้ใด ๆ แก่เนติบัณฑิตยสภาให้เหรัญญิกแจ้งตามวิธีการที่กำหนดในข้อ 44 ให้ชำระภายใน 60 วัน นับแต่วันที่ถือว่าได้รับแจ้ง ถ้าสมาชิกผู้นั้นไม่ชำระภายในกำหนด ก็ให้เหรัญญิกแจ้งอีกครั้งหนึ่ง ให้ชำระภายใน 30 วัน นับแต่วันที่ถือว่าได้รับแจ้งครั้งที่ 2 และถ้าสมาชิกผู้นั้นยังไม่ชำระ ทั้งไม่ชี้แจงแสดงเหตุให้เป็นที่พอใจ คณะกรรมการมีอำนาจให้ถอนชื่อสมาชิกผู้นั้นออกจากทะเบียนได้
