ปัจจุบันสังคมไทยได้มีการกระจายอำนาจลงสู่ท้องถิ่นอย่างทั่วถึงครอบคลุมทั่วทุกภูมิภาค โดยมีรูปแบบขององค์กรท้องถิ่นที่แตกต่างกันออกไป อาทิ องค์กรท้องถิ่นที่มีความเก่าแก่ยาวนานมากที่สุดอย่างเทศบาล ถัดมาคือองค์การบริหารส่วนจังหวัด (อบจ.) และองค์กรท้องถิ่นที่เกิดขึ้นหลังสุดอย่างองค์การบริหารส่วนตำบล (อบต.) รวมทั้งการปกครองพิเศษอีก 2 รูปแบบคือ กรุงเทพมหานครและเมืองพัทยา

จากการศึกษาค้นคว้าทางวิชาการผสมผสานกับประสบการณ์ของผู้เขียนที่ได้มีโอกาสคลุกคลีกับองค์กรท้องถิ่นในฐานะวิทยากรและสื่อสารมวลชนที่ทำงานด้านท้องถิ่นมาอย่างยาวนาน พอจะสังเคราะห์ออกมาเป็นกระบวนทัศน์ใหม่ในการพัฒนาท้องถิ่นดังต่อไปนี้

1. การพัฒนาอย่างยั่งยืน (Sustainable Development) การพัฒนาที่ประสบความสำเร็จนั้นต้องเป็นการพัฒนาอย่างยั่งยืน หมายถึงเป็นการพัฒนาที่ทำให้ประชาชนสามารถพึ่งตนเองได้ มีคุณภาพชีวิตที่ดีขึ้น อยู่ท่ามกลางสภาพแวดล้อมและสังคมที่ดีงาม เข้มแข็งพอที่จะช่วยเหลือผู้อื่นและเข้าไปมีส่วนร่วมในกิจกรรมสาธารณะ
