กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) เดินตามนโยบายรัฐบาล ลุยโครงการเปลี่ยนขยะให้เป็นพลังงาน พร้อมชี้จ่ายไฟฟ้าเข้าสู่ระบบจากขยะ (COD) แล้ว 134.717 เมกะวัตต์ จาก 22 โครงการ และอนุมัติให้การไฟฟ้าเซ็นสัญญารับซื้อไฟฟ้า (PPA) 246.060 เมกะวัตต์ จาก 26 โครงการ มั่นใจอัตรารับซื้อไฟฟ้าใหม่แบบ FIT สำหรับขยะชุมชนและขยะอุตสาหกรรม พร้อมกลไกเพิ่มประสิทธิภาพการบังคับใช้กฎระเบียบ และการจัดโซนนิ่งศักยภาพพลังงานทดแทน จะช่วยส่งเสริมการลงทุนแปรรูปขยะให้เป็นพลังงานเพิ่มมากขึ้น

คุณธรรมยศ ศรีช่วย อธิบดีกรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) เปิดเผยว่า ตามที่กระทรวงพลังงานมีนโยบายส่งเสริมและปรับปรุงมาตรการส่งเสริมการผลิตไฟฟ้าจากพลังงานหมุนเวียน โดยเฉพาะในกลุ่มขยะของเสียเพื่อผลิตเป็นพลังงาน ซึ่งเป็นไปตามนโยบายหลักของรัฐบาลนั้น ปัจจุบันการผลักดันการพัฒนาโรงไฟฟ้าขยะ ได้มีความก้าวหน้าอย่างต่อเนื่อง โดยมีการใช้พลังงานจากขยะที่สามารถจ่ายไฟฟ้าเข้าสู่ระบบเชิงพาณิชย์ (Commercial Operation Date : COD) แล้วทั้งสิ้น 134.717 เมกะวัตต์ จาก 22 โครงการ รวมทั้งมีโครงการที่เซ็นสัญญาซื้อขายไฟฟ้า (Power Purchase Agreement : PPA) แล้วและอยู่ระหว่างการก่อสร้างอีก 101.656 เมกกะวัตต์ จาก 19 โครงการ และปัจจุบันมีโครงการที่มีศักยภาพได้รับอนุมัติการตอบรับซื้อไฟฟ้าเพิ่มเติมอีก 7 โครงการ จำนวน 144.404 เมกะวัตต์ ส่งผลให้ภาพรวมการผลิตไฟฟ้าจากพลังงานขยะของประเทศไทยขณะนี้ มีมากถึง 48 โครงการ กำลังผลิต 380.777 เมกะวัตต์





ทั้งนี้ ภาพรวมแนวทางการส่งเสริมการผลิตพลังงานจากขยะ กระทรวงพลังงานได้กำหนดอัตรารับซื้อไฟฟ้าแบบ Feed in Tariff (FiT) สำหรับไฟฟ้าจากขยะ โดยคณะกรรมการนโยบายพลังงานแห่งชาติ (กพช.) ได้เห็นชอบ FiT เมือวันที่ 15 ธค. 2557 สำหรับขยะชุมชน และ FiT สำหรับขยะอุตสาหกรรม เมื่อวันที่ 16 กพ. 2558 ตามลำดับ อีกทั้งกระทรวงพลังงานยังมีส่วนร่วมในการจัดทำแผนดำเนินการภายใต้แผนแม่บทการจัดการขยะมูลฝอยของประเทศ (2558 – 2562) ร่วมกับกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมซึ่งเป็นเจ้าภาพหลักในการขับเคลื่อน และมีโครงการหรือแผนงานที่อยู่ระหว่างการศึกษารายละเอียดเพิ่มเติม เช่น โครงการนำร่องการจัดการขยะชุมชนแบบครบวงจรแบบกระจายศูนย์ โครงการศึกษาออกแบบระบบบริหารจัดการขยะเพื่อผลิตเป็นพลังงานทดแทนระดับจังหวัด เป็นต้น
