ความเป็นมา
พระบาทสมเด็จพระเจ้าอยู่หัว และสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ พร้อมด้วยสมเด็จ พระเทพรัตนราชสุดาสยามบรมราชกุมารี และสมเด็จพระเจ้าลูกเธอเจ้าฟ้าจุฬาภรณ์วลัยลักษณ์ เสด็จพระราชดำเนินแปรพระราช ฐานประทับแรม ณ พระตำหนักทักษิณราชนิเวศน์ จ.นราธิวาส ในระหว่างวันที่ 18 สิงหาคม - 3 ตุลาคม 2524 พระองค์ ได้เสด็จเยี่ยมราษฎรในเขตพื้นที่ของจังหวัดนราธิวาส ได้ทอดพระเนตรเห็นสภาพพื้นที่และความจำเป็นที่จะยกระดับ ความเป็นอยู่ของประชาชนในพื้นที่ของจังหวัดให้ดีขึ้นจึงมีพระราชดำริ และพระราชกระแสรับสั่งต่อเจ้าหน้าที่และ ผู้ติดตามเสด็จให้พิจารณาปรับปรุงกิจการพัฒนาด้านต่าง ๆ โดยเฉพาะการพัฒนาพื้นที่ป่าพรุ ซึ่งต่อมา กปร. (คณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ) ได้มีมติอนุมัติในหลักการให้มีการจัดตั้ง และดำเนินโครงการศูนย์ศึกษาการพัฒนาพิกุลทอง ในวันที่ 6 มกราคม 2525 โดยให้สำนักงานเลขานุการ กปร. เป็นผู้ประสานงานกับหน่วยงานที่ เกี่ยวข้องเพื่อดำเนินการจัดทำแผนงานและงบประมาณต่อไป
วัตถุประสงค์
1. เพื่อศึกษา ค้นคว้า ทดลอง วิจัย และสำรวจหาข้อมูลทางวิชาการเกี่ยวกับป่าพรุ มาใช้ในการอนุรักษ์ และฟื้นฟูทรัพยากรป่าพรุ
2. เพื่ออนุรักษ์ป่าพรุสมบูรณ์ตามธรรมชาติให้คงอยู่ตลอดไป และฟื้นฟูสภาพป่าพรุเสื่อม โทรมให้กลับคืนสู่สภาพป่าที่สมบูรณ์ดังเดิม
3. เพื่อเสริมสร้างจิตสำนึก และประชาสัมพันธ์ให้กับประชาชนได้ทราบและตระหนักถึงความสำคัญ ของป่าพรุ
