พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ พระราชทานพระบรมราชานุญาตให้กองทัพบกจัดสร้าง
"พระบรมราชานุสาวรีย์สมเด็จพระบูรพกษัตริย์แห่งสยาม" พร้อมจัดสร้างอุทยานประวัติศาสตร์
โดยพระบาทสมเด็จพระเจ้าอยู่หัว พระราชทานชื่อว่า “อุทยานราชภักดิ์" ซึ่งเป็นอุทยานที่สร้างขึ้นด้วยความจงรักภักดีต่อพระมหากษัตริย์ และเพื่อเป็นการเทิดทูนและประกาศเกียรติคุณสมเด็จพระมหากษัตริย์แห่งสยาม ๗ พระองค์ ได้แก่
๑.พ่อขุนรามคำแหง (สมัยกรุงสุโขทัย)
๒.สมเด็จพระนเรศวร (สมัยกรุงศรีอยุธยา)
๓.สมเด็จพระนารายณ์ (สมัยกรุงศรีอยุธยา)
๔.สมเด็จพระเจ้าตากสิน (สมัยกรุงธนบุรี)
๕.พระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลก (รัชกาลที่ 1 แห่งกรุงรัตนโกสินทร์)
๖.พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 4 แห่งกรุงรัตนโกสินทร์)
๗.พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 5 แห่งกรุงรัตนโกสินทร์)

กองทัพบก จะดำเนินการจัดสร้าง อุทยานราชภักดิ์ ภายในพื้นที่ของกองทัพบก อำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ โดยใช้พื้นที่ก่อสร้างรวมทั้งสิ้น ๒๒๒ ไร่เศษ ซึ่งองค์ประกอบภาพรวมของอุทยานราชภักดิ์ จะมีโครงสร้างหลักที่สำคัญ จำนวน ๓ ส่วนหลัก ประกอบด้วย
ส่วนที่ ๑ : พระบรมราชานุสาวรีย์สมเด็จพระบูรพกษัตริย์ แห่งสยาม จำนวน ๗ พระองค์ โดยน้อมถวายพระเกียรติแด่พระมหากษัตริย์แต่ละยุคสมัยตั้งแต่สมัยกรุงสุโขทัย จนถึงกรุงรัตนโกสินทร์ ชึ่งพระนามแต่ละพระองค์เป็นที่ประจักษ์แก่ประชาชนทั้งชาวไทยและชาวต่างชาติ ได้แก่ พ่อขุนรามคำแหงมหาราช สมเด็จพระนเรศวรมหาราช สมเด็จพระนารายณ์มหาราช สมเด็จพระเจ้าตากสินมหาราช พระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราช พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว และพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ใช้พื้นที่ประมาณ ๕ ไร่ โดยรูปแบบของพระบรมราชานุสาวรีย์ จะจัดสร้างในลักษณะพระอิริยาบถทรงยืน ความสูงเฉลี่ยไม่เกิน ๑๓.๙ เมตร หล่อด้วยโลหะสำริดนอก

ส่วนที่ ๒ : ลานอเนกประสงค์ มีเนื้อที่ประมาณ ๙๑ ไร่ ใช้สำหรับกระทำพิธีที่สำคัญของกองทัพ และรับรองบุคคลสำคัญจากต่างประเทศ
ส่วนที่ ๓ : อาคารพิพิธภัณฑ์ หรือห้องจัดแสดงนิทรรศการประวัติศาสตร์ โดยการค้นคว้า รวบรวม และจัดทำพระราชประวัติและพระราชกรณียกิจที่สำคัญของบูรพกษัตริย์ไทย ตั้งแต่สมัยกรุงสุโขทัยจนถึงสมัยกรุงรัตนโกสินทร์ โดยจะดำเนินการจัดสร้างบริเวณด้านล่างของฐานพระบรมราชานุสาวรีย์
พื้นที่ส่วนที่เหลือจำนวน ๑๒๖ ไร่ จะเป็นสภาพภูมิทัศน์โดยรอบ และการจัดสร้างระบบสาธารณูปโภคเพื่ออำนวยความสะดวก

๒. การจัดทำนิทรรศการแสดงพระราชประวัติ และพระราชกรณียกิจของสมเด็จพระบูรพกษัตริย์ตั้งแต่สมัยกรุงสุโขทัยจนถึงสมัยกรุงรัตนโกสินทร์ ภายในห้องพิพิธภัณฑ์ โดยเริ่มตั้งแต่เดือน ก.ย.๕๘ เป็นต้นไป หรือภายหลังจากการก่อสร้างฐานและพระบรมราชานุสาวรีย์เสร็จเรียบร้อย
