1.3 ประชาคมสังคม-วัฒนธรรมอาเซียน (ASEAN Socio-Cultural Community - ASCC)
ประชาคมสังคม-วัฒนธรรมอาเซียน มีจุดมุ่งหมายที่จะทำให้ภูมิภาคเอเชียตะวันออกเฉียงใต้ อยู่ร่วมกันในสังคมที่เอื้ออาทร ประชากรมีสภาพความเป็นอยู่ที่ดี ได้รับการพัฒนาในทุกด้าน และมีความมั่นคงทางสังคม (social security) โดยเน้นการส่งเสริมความร่วมมือในด้านต่างๆ อาทิ
(1) การพัฒนาสังคม โดยการ ยกระดับความเป็นอยู่ของผู้ด้อยโอกาส และผู้ที่อาศัยในถิ่นทุระกันดาร และส่งเสริมการมีส่วนร่วมอย่าง แข็งขันของกลุ่มต่างๆ ในสังคม
(2) การพัฒนาการฝึกอบรม การศึกษาระดับพื้นฐานและสูงกว่าการพัฒนา ทางวิทยาศาสตร์และเทคโนโลยี การสร้างงาน และการคุ้มครองทางสังคม
(3) การส่งเสริมความร่วมมือใน ด้านสาธารณสุขโดยเฉพาะอย่างยิ่ง การป้องกันและควบคุมโรคติดต่อ เช่นโรคเอดส์ และ โรคทางเดินหายใจ เฉียบพลันรุนแรง
(4) การจัดการปัญหาด้านสิ่งแวดล้อม
(5) การส่งเสริม การปฏิสัมพันธ์ ระหว่างนักเขียน นักคิดและศิลปินในภูมิภาค

แผนปฏิบัติการของประชาคมสังคม-วัฒนธรรมอาเซียน เน้นการดำเนินการใน 4 ประเด็นหลัก คือ
(1) สร้างประชาคมแห่งสังคมที่เอื้ออาทร โดยเน้นการแก้ไขปัญหาความยากจน เสริมสร้างความเสมอภาค และการพัฒนามนุษย์ อาทิ การพัฒนาสตรี เด็กและเยาวชน การส่งเสริม สวัสดิการสังคม การพัฒนาชนบทและ ขจัด ความยากจน การพัฒนาการศึกษา และสาธารณสุข และการเสริมสร้างความมั่นคงของมนุษย์ (human security) ในด้านต่างๆ ซึ่งรวมถึงการปราบปรามอาชญากรรม ข้ามชาติและการป้องกันและจัดการภัยพิบัติ
