ชุมชนหัวหินก่อตั้งขึ้นในราวปี พ.ศ. 2377 ในรัชสมัยพระบาทสมเด็จพระนั่งเกล้าเจ้าอยู่หัว รัชกาลที่ 3 เมื่อชาวบ้านกลุ่มหนึ่งจากทางตอนเหนือละทิ้งถิ่นฐานและเดินทางมาจนถึงพื้นที่ที่เป็นบริเวณใกล้กับเขาตะเกียบในปัจจุบัน แล้วได้ตั้งถิ่นฐานที่บริเวณนี้ เพราะเห็นว่าเป็นหาดทรายที่สวยงามและแปลกกว่าที่อื่น คือมีกลุ่มหินกระจัดกระจายอยู่ทั่วไป อีกทั้งที่ดินก็มีความอุดมสมบูรณ์ เหมาะสำหรับทำการเกษตรและการประมง แล้วตั้งชื่อหมู่บ้านว่า "บ้านสมอเรียง"

ต่อมาพระเจ้าบรมวงศ์เธอกรมพระนเรศวรฤทธิ์ (พระองค์เจ้าชายกฤษดาภินิหาร ต้นราชสกุลกฤดากร) ได้มาสร้างตำหนักหลังใหญ่ชื่อ "แสนสำราญสุขเวศน์" ที่ด้านใต้ของหมู่หินริมทะเล (ปัจจุบันคือบริเวณที่อยู่ติดกับโรงแรมโซฟิเทลฯ) และทรงขนานนามหาดทรายบริเวณนี้เสียใหม่ว่า "หัวหิน" จนเมื่อเวลาล่วงไป ทั้งตำบลในบริเวณนี้ก็ถูกเรียกในชื่อเดียวกันว่าหัวหิน และเจริญเติบโตขยายขึ้นเป็นอำเภอหัวหินจนถึงปัจจุบัน[1]

อำเภอหัวหินในอดีตเป็นพื้นที่เขตปกครองของส่วนหนึ่งในเมืองปราณบุรี (เมืองชั้นจัตวา) ขึ้นตรงแขวงเมืองเพชรบุรี จนกระทั่งมีการจัดการปกครองแบบมณฑลเทศาภิบาล จึงได้อยู่ในพื้นที่ของอำเภอปราณบุรี เมืองเพชรบุรี (จังหวัดเพชรบุรี)[2] ต่อมา วันที่ 2 มกราคม พ.ศ. 2449 พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวได้มีพระบรมราชโองการเหนือเกล้าให้รวมเอาอำเภอเมืองปราณบุรี อำเภอเมืองประจวบคีรีขันธ์ จังหวัดเพชรบุรี และอำเภอกำเนิดนพคุณ จังหวัดชุมพร ซึ่งเป็นเมืองชั้นจัตวามาก่อนเข้ารวมเป็นจังหวัดปราณบุรี[3] และภายหลังได้รับการจัดตั้งเป็น กิ่งอำเภอหัวหิน ขึ้นกับอำเภอปราณบุรี[4]

อำเภอหัวหิน ได้รับประกาศยกฐานะจากกิ่งอำเภอหัวหิน อำเภอปราณบุรี ตั้งแต่วันที่ 12 เมษายน พ.ศ. 2492 ตามประกาศในราชกิจจานุเบกษา เมื่อวันที่ 19 เมษายน พ.ศ. 2492[5]
