คณะกรรมการการท่าเรือฯ มีมติเห็นชอบ

คณะกรรมการการท่าเรือฯ มีมติเห็นชอบ เมื่อวันที่ 27 พฤษภาคม 2558 ให้ใช้อัตราค่าภาระตามความเห็นของคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ซึ่งมีอัตราค่าภาระต่อตู้สินค้าทุกขนาดและทุกสถานภาพ ดังนี้
- 376 บาท สำหรับปีที่ 1-5
- 423 บาท ในปีที่ 6-10
- 470 บาท ในปีที่ 11 เป็นต้นไป
โดยให้ใช้อัตราค่าภาระดังกล่าวนี้ใช้เฉพาะกับโครงการพัฒนาศูนย์การขนส่งตู้สินค้าทางรถไฟ (Single Rail Transfer Operator : SRTO) ที่ท่าเรือแหลมฉบังเท่านั้น
การท่าเรือฯ มีหนังสือด่วนที่สุด ที่ 6022/1755 ลงวันที่ 9 มิถุนายน 2558 เรื่อง การพิจารณาปรับปรุงโครงสร้างอัตราค่าภาระโครงการพัฒนาศูนย์การขนส่งตู้สินค้าฯ ตามประเด็นข้อสังเกตของคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติเสนอกระทรวงคมนาคมและสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติพิจารณา ให้ความเห็นชอบก่อนนำเสนอคณะรัฐมนตรีเพื่อพิจารณาให้ความเห็นชอบต่อไป ขณะนี้อยู่ระหว่าง คณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ พิจารณาให้ความเห็นชอบตามประประเด็นข้อสังเกตฯ ซึ่งคาดว่าสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ จะนำเสนอในการประชุมในวันที่ 16 กรกฎาคม 2558 ต่อไป โดยมีระยะเวลาก่อสร้าง 18 เดือน และเริ่มเปิดดำเนินการภายในปี พ.ศ. 2560

คณะรัฐมนตรีมีมติเห็นชอบให้การท่าเรือฯ ดำเนินโครงการพัฒนาท่าเทียบเรือชายฝั่ง (ท่าเทียบเรือ A) ที่ท่าเรือแหลมฉบัง เมื่อวันที่ 26 พฤษภาคม 2558 โดยการท่าเรือฯ เป็นผู้ลงทุนก่อสร้างโครงสร้างพื้นฐานและเครื่องมือยกขนหลักทั้งหมด รวมถึงบริหารและประกอบการโดยใช้งบประมาณลงทุนรวม 1,864.19 ล้านบาท (ปี 2558 จำนวน 782.25 ล้านบาท และปี 2559 จำนวน 1,081.94 ล้านบาท) และใช้กรอบอัตราค่าภาระยกขนตู้สินค้าขั้นต่ำ-ขั้นสูงต่อตู้สินค้าทุกขนาดและทุกสถานภาพ ดังนี้
- อัตราค่าภาระขั้นต่ำ 1,545 บาท ประกอบด้วย
• ค่าภาระยกขนตู้สินค้าขั้นต่ำ 715 บาท
• ค่าธรรมเนียมเคลื่อนย้ายตู้สินค้าระหว่างท่าขั้นต่ำ 830 บาท
- อัตราค่าภาระขั้นสูง 3,180 บาท ประกอบด้วย
• ค่าภาระยกขนตู้สินค้าขั้นสูง 2,010 บาท
• ค่าธรรมเนียมเคลื่อนย้ายตู้สินค้าระหว่างท่าขั้นสูง 1,170 บาท
ทั้งนี้ การท่าเรือฯ สามารถปรับลดอัตราค่าภาระยกขนตู้สินค้าการให้บริการลงได้ไม่เกิน 20% ของอัตรา ค่าภาระขั้นต่ำที่กำหนด
