การวิจัยเรื่อง มาตรการทางกฎหมายเพื่อการป้องกันการหลีกเลี่ยงการเสียภาษีอากรผ่านเงินบริจาค นี้ใช้วิธีการวิจัยเชิงคุณภาพ (qualitative research) โดยผู้วิจัยได้ใช้วิธีการวิจัย ดังนี้
1. ศึกษาวิเคราะห์ข้อมูลและวิจัยเอกสาร (document analysis) ต่างๆ ในด้านการบริหารจัดการการการจัดเก็บภาษีอากร และการลดหย่อนภาษีอากรสำหรับเงินบริจาค อาทิเช่น ประมวลรัษฎากร พ.ศ. 2481 กฎกระทรวง ประกาศกรมสรรพากร ประกาศอธิบดีกรมสรรพากร และกฎหมายที่เกี่ยวข้อง วารสาร วิทยานิพนธ์ รายงานสรุปผลการดำเนินงานด้านการบริหาร การจัดเก็บภาษีอากร กรมสรรพากร กระทรวงการคลัง และรายงานวิจัยที่เกี่ยวข้องต่างๆ ทั้งในและต่างประเทศ เพื่อนำมาประกอบอ้างอิงในการวิจัย เพื่อให้ทราบถึงปัญหาและอุปสรรคของการบริหารจัดการและการจัดเก็บภาษีอากร
2. ศึกษาวิเคราะห์การดำเนินงาน การบริหารจัดการ การจัดเก็บภาษีอากร พร้อมทั้งได้ศึกษาผู้ที่ได้ผลประโยชน์ในการใช้วิธีบริจาคเงินเพื่อลดภาระทางภาษีอากร โดยใช้วิธีการสัมภาษณ์เชิงลึก (in-depth interview) เพื่อนำข้อมูลที่ได้มาวิเคราะห์ โดยการสัมภาษณ์ผู้มีส่วนเกี่ยวข้อง ดังนี้
