หลักการของการศึกษานอกระบบ
เมื่อพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 มีผลบังคับใช้และส่งผลให้มีการปฏิรูปการเรียนรู้ เป้าหมายสำคัญของการจัดการศึกษา คือ ให้ประชาชนสามารถพัฒนาตนเองและพึ่งพาตนเองได้ โดยใช้กระบวนการของการศึกษาที่จะ บูรณาการการเรียนรู้เข้ากับชีวิต และสอดคล้องกับความต้องการของประชาชน จึงจะทาให้การศึกษานั้นเป็นประโยชน์แท้จริง และไม่เพียงแต่รัฐจะมีหน้าที่จัดการศึกษาเท่านั้น ชุมชนจะต้องมีส่วนร่วมในการจัดการศึกษาอย่างเต็มที่และจริงจัง เป็นการระดมทรัพยากรและภูมิปัญญาของชุมชนมาจัดการศึกษา ซึ่งจะทาให้การศึกษานอกโรงเรียนนั้นเป็นการศึกษาที่ยั่งยืน และวงจรของการศึกษาตลอดชีวิตจะได้ดาเนินไปอย่างต่อเนื่อง
จากแนวคิดดังกล่าว การศึกษานอกโรงเรียนจึงยึดหลักการสำคัญ 5 ประการ เป็นหลักที่ตกลงยอมรับและใช้เป็นแนวปฏิบัติในการจัดการศึกษานอกโรงเรียน ดังนี้ (กองพัฒนาการศึกษานอกโรงเรียน, 2544 : 10 - 11)
1) หลักความเสมอภาคทางการศึกษา การจัดการศึกษานอกโรงเรียน เน้นการสร้างโอกาสและทางเลือกทางการศึกษาให้แก่คนทุกคน ให้สามารถใช้การศึกษาเป็นเครื่องมือในการพัฒนาชีวิตของตน ให้สามารถดารงชีวิตอยู่ในสังคมได้อย่างเหมาะสมกับตนเองและสิ่งแวดล้อม การที่ทุกคนสามารถได้รับการศึกษาเป็นสิ่งที่จาเป็นต่อการพัฒนาเศรษฐกิจและสังคมของประเทศ
2) หลักการพัฒนาตนเองและพึ่งพาตนเอง การจัดการศึกษานอกโรงเรียนจะต้องจัดการเรียนการสอน หลักสูตรและกิจกรรมให้ผู้เรียนได้พัฒนาศักยภาพของตนเองให้สามารถเรียนรู้ เกิดความสานึกที่จะพัฒนาตนเองได้ เป็นคนคิดเป็น สามารถปรับตัวในการดารงชีวิตอยู่ได้อย่างเป็นปกติสุข ท่ามกลางกระแสของความเปลี่ยนแปลงของสังคมได้เป็นอย่างดี
3) หลักการบูรณาการการเรียนรู้และวิถีชีวิต หลักบูรณาการการเรียนรู้และวิถีชีวิตเป็นหลักการที่อยู่บนพื้นฐานของการพัฒนาทรัพยากรมนุษย์ 2 ประการ คือ การพัฒนาทรัพยากรมนุษย์และการพัฒนาความเป็นมนุษย์ ซึ่งได้บูรณาการเอาการเรียนรู้และวิถีชีวิตเข้าด้วยกันอย่างผสมกลมกลืน โดยผู้เรียนไม่แปลกแยกไปจากของจริงที่ได้ประสบอยู่ ซึ่งจะทาให้มีความมั่นใจในตนเอง รู้จักและเข้าใจตัวเอง อันจะเป็นปัจจัยให้พัฒนาไปสู่จุดมุ่งหมายของชีวิตได้อย่างเหมาะสม
4) หลักความสอดคล้องกับความต้องการของผู้เรียน หลักการจัดการศึกษานอกโรงเรียนสอดคล้องกับความต้องการของผู้เรียน เป็นการส่งเสริมให้ผู้เรียนรู้จักความต้องการของตนเองได้อย่างเหมาะสม ส่งเสริมผู้เรียนให้เรียนรู้ได้ด้วยตนเอง โดยให้ผู้เรียนสามารถกาหนดวัตถุประสงค์ หลักสูตร วิธีการเรียนและการประเมินผลตนเองได้
