การส่งเสริมสุขภาพ ส่วนใหญ่จะหมายถึง

การสร้างสิ่งแวดล้อม / สภาวะแวดล้อมที่เอื้อต่อสุขภาพ (Create healthy environment)

ตรงนี้นับว่า ก้าวสำคัญของเรื่องสุขภาพอีกก้าวหนึ่งทีเดียว เพราะเป็นการประกาศว่า เรื่องสุขภาพเกี่ยวข้องเชื่อมโยง กว้างกว่าเรื่อง การบริการการแพทย์ และสาธารณสุขมาก การส่งเสริมสุขภาพในความหมายเดิมๆ ที่หมายถึงปฏิบัติการทางการแพทย์ และสาธารณสุข ดังได้กล่าวไปแล้ว ได้ขยายกว้างออกไป เป็นเรื่องของยุทธศาสตร์ ที่จะทำให้เกิดการมีสุขภาพดี ซึ่งเกี่ยวข้องกับระบบต่างๆ ที่กว้างกว่าระบบ การแพทย์และสาธารณสุข

ในส่วนของสังคม มีการขับเคลื่อนการรณรงค์ เพื่อการไม่สูบบบุหรี่ เป็นการเคลื่อนไหวที่หนักแน่น และต่อเนื่อง เพื่อผลักดันให้เกิดเป็นนโยบาย สาธารณะเพื่อสุขภาพ มี อาจารย์หทัย ชิตานนท์ อาจารย์ประกิต วาทีสาธกกิจ และ มูลนิธิรณรงค์เพื่อการไม่สูบบุหรี่ ที่แตกตัวมาจาก มูลนิธิหมอชาวบ้าน เป็นแกนผลักดันสำคัญ จนทำให้ประเทศของเรามีกฎหมายดีๆ เพื่อการควบคุมการบริโภคยาสูบหลายฉบับ และมีกระแสสังคม ส่งเสริมสนับสนุน การไม่สูบบุหรี่ ต่อเนื่อง และยืนยาวมาจนถึงปัจจุบัน
