โครงการชั่งหัวมัน ตามพระราชดำริ เกิดขึ้นจากความเอาพระทัยใส่ของพระบาทสมเด็จ พระเจ้าอยู่หัวที่ทรงมีต่อเกษตรกรในการที่จะพัฒนาส่งเสริมอาชีพเกษตรกรรมให้ ประสบความสำเร็จและสามารถเลี้ยงดูตัวเองและครอบครัวได้อย่างยั่งยืน
ปี 2552 พระบาทสมเด็จพระเจ้าอยู่หัว ทรงใช้พระราชทรัพย์ส่วนพระองค์ซื้อที่ดินจากราษฎร ณ บ้านหนองคอไก่ ตำบลเขากระปุก อำเภอท่ายาง จังหวัดเพชรบุรี จำนวน 250 ไร่ เพื่อพัฒนาเป็นศูนย์รวบรวมพืชเศรษฐกิจนานาชนิด เพื่อเป็นแนวทางให้กับเกษตรกร โดยเฉพาะในพื้นที่อำเภอท่ายาง จังหวัดเพชรบุรี และได้มีพระราชดำริให้ คุณ ดิสธร วัชโรทัย (คุณใหม่) รองเลขาธิการสำนักพระราชวัง และกองงานส่วนพระองค์ เข้ามาดำเนินการจัดทำเป็นโครงการส่วนพระองค์ ซึ่งทรงเรียกว่า “ ชั่งหัวมัน ตามพระราชดำริ ”และจัดวางแผนงานการปรับปรุงที่ดิน การจัดทำเป็นแปลง เกษตรขึ้น


วัตถุประสงค์ของโครงการข่างหัวมัน

1. เพื่อให้เป็นแหล่งรวบรวมพันธุ์พืชเศรษฐกิจ พืชพันธุ์ดีของอำเภอท่ายาง และของจังหวัดเพชรบุรี
2. เพื่อเป็นแหล่งเรียนรู้ด้านการเกษตรแก่เกษตรกร
3. เพื่อให้ประชาชนในพื้นที่เข้ามามีส่วนร่วมในการจัดทำแปลงหรือมาช่วยงานพระองค์
