อัลลอฮ์ทรงสร้างมนุษย์มา แล้วกำหนดให้มนุษย์มีการใช้ชีวิตอยู่ร่วมกันเป็นกลุ่ม เป็นสังคม และเราจะพบว่ามนุษย์นั้นไม่สามารถใช้ชีวิตอยู่ตามลำพังเพียงคนเดียวได้ เมื่อมนุษย์อยู่ร่วมกันในสังคม จำเป็นจะต้องมีกฎเกณฑ์ในการอยู่ร่วมกัน เพื่อความเป็นระเบียบ ความสงบสุขในสังคมนั้นๆ เพราะหากไม่มีกฎเกณฑ์ในการอยู่ร่วมกัน คนแต่ละคนอาจจะกระทำสิ่งใดๆ ตามความต้องการของตนเอง อันอาจจะนำไปสู่การละเมิดสิทธิของผู้อื่นที่อยู่ร่วมกับเขาในสังคม และนำไปสู่ความเดือดร้อนในที่สุด
