การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการควบคุมและการตรวจสอบการให้บริการประชาชนของกองบังคับการตรวจคนเข้าเมือง สำนักงานตรวจคนเข้าเมือง (2) แนวทางการเพิ่มขีดความสามารถในการบริหารจัดการด้านการควบคุมและการตรวจสอบการให้บริการประชาชนของกองบังคับการตรวจคนเข้าเมือง และ (3) ภาพรวมการบริหารจัดการด้านการควบคุมและการตรวจสอบการให้บริการประชาชนของกองบังคับการตรวจคนเข้าเมือง ทั้งนี้ ได้นำการบริหารจัดการตามแนวทางการบริหารกิจการบ้านเมืองที่ดี มาปรับใช้เป็นกรอบแนวคิดในการศึกษาครั้งนี้ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.95 สำหรับกลุ่มตัวอย่าง คือ พนักงานเจ้าหน้าที่ตรวจคนเข้าเมืองที่ปฏิบัติหน้าที่ในกองบังคับการตรวจคนเข้าเมืองทั้งหมด จำนวน 1,213 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 15 สิงหาคม ถึงวันที่ 18 พฤศจิกายน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 190ชุด คิดเป็นร้อยละ 126.67 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า กลุ่มตัวอย่างมีความเห็นว่า (1) ปัญหาที่สำคัญ คือ การมอบอำนาจในการตัดสินใจเกี่ยวกับการควบคุมและการตรวจสอบการให้บริการประชาชนให้แก่พนักงานเจ้าหน้าที่น้อยเกินไป (2) แนวทางการเพิ่มขีดความสามารถที่สำคัญ คือ ผู้บริหารของกองบังคับการตรวจคนเข้าเมือง 2ควรมอบอำนาจในการตัดสินใจเกี่ยวกับการควบคุมและการตรวจสอบการให้บริการประชาชนแก่พนักงานเจ้าหน้าที่ที่ปฏิบัติงานให้มากเพียงพอ และ (3) ภาพรวมการบริหารจัดการที่สำคัญ คือ ในปัจจุบัน ประสิทธิภาพในการบริหารจัดการด้านการควบคุมและการตรวจสอบการให้บริการประชาชนของกองบังคับการตรวจคนเข้าเมืองสูงกว่าในอดีต
