การวิจัย เรื่อง พฤติกรรมการใช้เวลาว่างของนักศึกษาหลักสูตรรัฐประศาสนศาสตรบัณฑิตมีวัตถุประสงค์เพื่อเพื่อศึกษาการใช้เวลาว่างของนักศึกษา และเพื่อวางแผนการเสริมสร้างสมรรถนะในการเรียนรู้ของนักศึกษา ผู้วิจัยได้กำหนดวิธีการดำเนินงานวิจัยโดยใช้การสำรวจ และการสังเกตการณ์แบบมีส่วนร่วมการเก็บรวบรวมข้อมูลได้ใช้แบบสอบถามที่ปรับปรุงจากงานวิจัยเรื่องพฤติกรรมการใช้เวลาของนักศึกษา มหาวิทยาลัยเชียงใหม่ ของ ชัชชัย สมศรี คณะเศรษฐศาสตร์ มหาวิทยาลัยเชียงใหม่ ประชากรที่ศึกษาได้แก่นักศึกษาภาคปกติของหลักสูตรรัฐประศาสนศาสตร์ ซึ่งมีจำนวนทั้งสิ้น 684 คน และใช้การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา คือ ค่าร้อยละ และค่าเฉลี่ย
จากการวิจัยพบว่า นักศึกษามีพฤติกรรมการใช้เวลาว่างที่ปฏิบัติมากได้แก่ การนอนหลับ,ดูทีวี วีดีโอ ภาพยนตร์,เที่ยวกับเพื่อน,ทำการบ้าน/ทำรายงานตามที่อาจารย์มอบหมาย และศึกษาค้นคว้าหาข้อมูลในอินเตอร์เน็ท พฤติกรรมที่ปฏิบัติในระดับปานกลาง ได้แก่อ่านหนังสือ,เล่นเกมคอมพิวเตอร์,เดินเที่ยวห้างสรรพสินค้า,ออกกำลังกาย,เข้าห้องสมุด,เข้าห้องสมุด และร้องคาราโอเกะ ส่วนพฤติกรรมที่ปฏิบัติน้อยมาก ได้แก่ การทำกิจกรรมสาธารณะ,การทำงานพิเศษและเรียนพิเศษเพิ่มเติม เมื่อจำแนกรายด้านพบว่า นักศึกษามีพฤติกรรมการใช้เวลาว่างด้านการหาความบันเทิง(ร้อยละ3.24)
การค้นหาความรู้(ร้อยละ3.16) และด้านการทำกิจกรรมอื่นๆ(ร้อยละ2.99) และนอกจากนี้จากการสังเกตพบว่าเวลาว่างส่วนใหญ่ของนักศึกษาคือการเล่น facebook พูดคุยกับกลุ่มเพื่อนและไม่ชอบการอ่านหนังสือ
อภิปรายผลการวิจัย ประชากรมีอายุเฉลี่ย 20.54 ปี มีระดับคะแนนเฉลี่ยที่ระดับ 2.63 ซึ่งต่ำกว่าเกณฑ์ของมหาวิทยาลัยและอยู่ในสถานะที่อาจจะพ้นสภาพการเป็นนักศึกษาพัฒนาการของนักศึกษาที่มีการเปลี่ยนจากวัยเด็กเข้าสู่วัยผู้ใหญ่มีผลกระทบต่อการเรียน เช่นการใช้เวลาในการสังสรรค์กับเพื่อน สนใจกิจกรรมอื่นมากกว่ากิจกรรมที่มีส่วนเสริมการเรียนรู้ ทำให้มีการใช้จ่ายเงินมากเกินความจำเป็น ดังนั้นในการวางแผนการสอนที่จะช่วยเสริมสร้างสมรรถนะในการเรียนรู้ของนักศึกษาคือการกำหนดกิจกรรมที่มีส่วนเกี่ยวข้องกับสาธารณะ สังคม ส่วนรวม ให้นักศึกษาได้ฝึกการเรียนรู้ในการลงมือทำ การแก้ไขปัญหา และอื่นๆ ซึ่งไม่สามารถหาได้จากเอกสารตำราเป็นพฤติกรรมของมนุษย์เกิดจากการเรียนรู้ การเรียนรู้เป็นกระบวนการที่เกิดขึ้นอย่างต่อเนื่อง
