การจัดทำหนังสือคู่มือความปลอดภัยนี้ถือเป็น มาตรการที่สำคัญประการหนึ่ง ที่มุ่งหวังให้เป็นเครื่องมือในการบริหารงานความปลอดภัยให้บรรลุสมดังเจตนารมณ์ข้างต้นนี้ด้วย
