ภารกิจหลักสำคัญ คือ 1.เป็นที่พักพิงชั่วคราวสำหรับเด็กและครอบครัวที่ประสบปัญหาความเดือดร้อน 2.เป็นศูนย์แจ้งข้อมูลข่าวสารให้คำแนะนำปรึกษาปัญหาแก่เด็กและครอบครัว 3. เป็นศูนย์ประสานความร่วมมือระหว่าง ภาครัฐและเอกชน ในการให้ความช่วยเหลือเด็กและครอบครัวบ้านพักเด็ก และครอบครัวจังหวัดอุตรดิตถ์ สังกัดสำนักป้องกันและแก้ไขปัญหาการค้าหญิงและเด็ก (สปป.) จัดตั้งขึ้นโดยมีวัตถุประสงค์ และกิจกรรมหลัก คือ 1.เป็นที่พักพิงชั่วคราวสำหรับเด็ก สตรี และ ครอบครัวที่ประสบปัญหาทางสังคม 2. ให้คำแนะนำ ปรึกษา ปัญหาแก่เด็ก สตรี และครอบครัวในกรณีเร่งด่วน ตลอด 24 ชั่วโมง หรือ สายด่วนศูนย์ประชาบดี 1300 3. เป็นศูนย์รับแจ้งข้อมูลข่าวสาร เพื่อประสานความร่วมมือระหว่างภาครัฐและเอกชนในการให้ความช่วยเหลือเด็ก สตรี และครอบครัว 4. เพื่อดำเนินการปฏิบัติงานเชิงรุกในการให้ความช่วยเหลือและคุ้มครองผู้เสียหายให้พ้นจากปัญหาความเดือนร้อนทางสังคมในกรณีต่างๆ 5. เพื่อรณรงค์สร้างความตระหนัก และ เสริมสร้างเครือข่ายการทำงานในทุกกระบวนการของการป้องกันและแก้ไขปัญหาทางสังคม 6. เพื่อประสานความเชื่อมโยงเครือข่ายภายใน และระหว่างประเทศในการช่วยเหลือคุ้มครองผู้ตกเป็นเหยื่อปัญหาทางสังคม 7. เพื่อลดสถานการณ์ความรุนแรงของปัญหาทางสังคมที่เกิดขึ้นในระยะยาว ตลอดจนนำข้อมูลมากำหนดนโยบายทางสังคมเพื่อวางอนาคต 8. เพื่อประชาสัมพันธ์บริการด้านสังคมของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์
