The second criterion for evaluating the quality of theoretical models is by expert evaluation. Researchers in the field of cross-cultural psychology admitted that their theoretical models of cross- cultural psychology are poorly developed. Although the field of I/O psychology has a longer tradition of theory development than that of cross-cultural psychology, "the state of theory in industrial and organizational psychology is not what it should be and improvement is needed (Campbell, 1990, p.40). In particular, theories of I/O psychology have been criticized for lacking validity generalization across cultures (Boyacigiller & Adler, 1991).
