ที่ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) สำนักงานใหญ่ เวลา 16.30 น. วันที่ 27 ก.พ.57 นายลักษณ์ วจนานวัช ผู้จัดการธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) เปิดเผยว่า คณะกรรมการธนาคารมีมติจัดตั้งกองทุนช่วยเหลือชาวนา โดยจะเชิญชวนให้ประชาชนทั่วไปและนิติบุคคลที่มีความประสงค์จะช่วยเหลือบรรเทาความเดือดร้อนของชาวนา นำเงินมาสมทบไว้กับกองทุนช่วยเหลือชาวนา เพื่อให้กองทุนนำเงินดังกล่าวไปจ่ายให้ชาวนาต่อไป โดยจะเริ่มเปิดรับเงินบริจาคและเงินสมทบตั้งแต่วันที่ 3 มี.ค. - 30 มิ.ย.57 และสิ้นสุดโครงการวันที่ 31 ธ.ค.57 วงเงินไม่เกิน 20,000 ล้านบาท โดยคาดว่าเมื่อมีผู้บริจาคและสมทบ 1,000 ล้านบาทแรก ธนาคารจะกระจายไปยังสาขา เพื่อจ่ายเงินให้ชาวนาทันที

ทั้งนี้ การเข้าร่วมสมทบเงินกองทุน แบ่งเป็น 3 บัญชี ได้แก่ 1.การบริจาคโดยโอนเข้าบัญชี "กองทุนช่วยเหลือชาวนา (เงินบริจาค)” ได้ตามจำนวนที่ผู้บริจาคประสงค์ 2.สมทบเงิน “กองทุนช่วยเหลือชาวนา (แบบไม่มีผลตอบแทน)” โดยไม่จำกัดจำนวนเงินที่สมทบ แต่ขั้นต่ำไม่น้อยกว่า 1,000 บาท และ 3.การสมทบเงิน “กองทุนช่วยเหลือชาวนา (แบบมีผลตอบแทน)” ซึ่งไม่จำกัดจำนวน แต่สมทบไม่ต่ำกว่า 1,000 บาทเช่นกัน และผู้ที่ร่วมบริจาคหรือสมทบเงินเข้ากองทุนต้องดำรงเงินไว้จนสิ้นสุดโครงการ

นอกจากนี้ ธ.ก.ส.จะบริจาคเงินช่วยเหลือชาวนา 2 ส่วน โดยส่วนแรกจะโอนเข้าบัญชีกองทุนที่ 1 ที่เป็นเงินบริจาควงเงิน 10 ล้านบาท ซึ่งมาจากค่าใช้จ่ายในการดำเนินงานตามปกติของธนาคาร และส่วนที่ 2 มาจากมติของคณะกรรมการที่สมทบเงินในกองทุนที่ 2 แบบไม่มีผลตอบแทน วงเงิน 100 ล้านบาท

อย่างไรก็ตาม กองทุนดังกล่าวจะให้ผลตอบแทน 0.63% ต่อปี โดยเป็นเงินสมทบตามข้อ 2 และ 3 ซึ่ง ธ.ก.ส.จะหารือกับกระทรวงการคลังและสำนักงบประมาณอีกครั้ง เพื่อจัดสรรงบประมาณให้ โดยยืนยันว่าอัตราดังกล่าวมีต้นทุนที่ต่ำมาก ส่วนการส่งเงินคืนให้ผู้สมทบจะมาจากที่ ธ.ก.ส.ได้รับเงินจากการระบายข้าวที่กระทรวงพาณิชย์ส่งมาชำระหนี้คืนและหรือจากเงินที่กระทรวงการคลังจัดหามาให้ภายใน 31 ธ.ค.57 โดยกองทุนสงวนสิทธิ์ในการคืนเงินสมทบก่อนครบกำหนด เมื่อสิ้นสุดโครงการและมีการชำระบัญชีตามโครงการเสร็จสิ้น แต่หากมีเงินเหลือกองทุนจะนำเงินทั้งหมดไปบริหารจัดการเพื่อให้เกิดประโยชน์กับเกษตรกรต่อไป
