เครื่องมือที่ใช้ในการวิจัยครั้งนี้ เป็นแบบสอบถาม แนวทางการพัฒนาทักษะภาษาอังกฤษทั้ง 4 ทักษะแบ่งออกเป็น 4 ตอน ดังนี้
ตอนที่ 1 ข้อมูลทั่วไปของผู้ตอบแบบสอบถาม เป็นแบบสอบถามที่เกี่ยวกับสถานภาพของผู้ตอบแบบสอบถาม มีเป็นลักษณะแบบสำรวจรายการ (Check list) 3 ข้อ เช่น เพศ อายุ
ตอนที่ 2 ความรู้ทั่วไปเกี่ยวกับอาเซียน
ตอนที่ 3 เป็นแบบสอบถาม แนวทางการพัฒนาทักษะภาษาอังกฤษทั้ง 4 ทักษะ มีจำนวน 16 ข้อ แบ่งออกเป็น 4 ทักษะ ได้แก่
ทักษะการฟัง มีจำนวน 4 ข้อ
ทักษะการพูด มีจำนวน 4 ข้อ
ทักษะการอ่าน มีจำนวน 4 ข้อ
ทักษะการเขียน มีจำนวน 4 ข้อ
ลักษณะคำตอบเป็นคำตอบแบบมาตรส่วนประมาณค่า ( Rating Scale ) 5 ระดับตามแบบของลิเคิร์ท (Likert) คือ มากที่สุด มาก ปานกลาง น้อย น้อยที่สุด การให้คะแนนมีดังนี้
