สืบเนื่องจาก ร.ต.ท.ณรงค์ เทวคุปต์ สมาชิกสภาผู้แทนราษฎรจังหวัดอุบลราชธานี ได้มีหนังสือ ลงวันที่ 15 พฤศจิกายน 2525 ถึงกรมป่าไม้ เสนอโครงการพัฒนาป่าภูจอง-นายอย ให้เป็นอุทยานแห่งชาติ ตามความต้องการของราษฎรอำเภอนาจะหลวย และอำเภอใกล้เคียงในจังหวัดอุบลราชธานี เพื่อป้องกันรักษาป่าที่มีความอุดมสมบูรณ์ และสภาพแวดล้อมทางธรรมชาติที่สวยงาม ไว้เป็นสถานที่ท่องเที่ยวพักผ่อนหย่อนใจ กองอุทยานแห่งชาติ กรมป่าไม้ ได้ทำการสำรวจ และเห็นชอบให้พื้นที่ดังกล่าวเป็นอุทยานแห่งชาติ โดยมีพระราชกฤษฏีกากำหนดบริเวณที่ดินป่าภูจองนายอย ในท้องที่ตำบลข่า อำภอบุณฑริก ตำบลนาจะหลวย อำเภอนาจะหลวย และตำบลโดมประดิษฐ์ อำเภอน้ำยืน จังหวัดอุบลราชธานี ให้เป็นอุทยานแห่งชาติ พ.ศ.2530 ประกาศไว้ในพระราชกิจจานุเบกษา เล่ม 104 ตอนที่ 103 ลงวันที่ 1 มิถุนายน 2530 เป็นอุทยานแห่งชาติลำดับที่ 53 ของประเทศ
