สำหรับปัญหายาเสพติดในกลุ่มประเทศอาเซียนอาจแบ่งเป็น 3 กลุ่มหลักๆ คือ ประเทศที่มีสถานะเป็นผู้ผลิตได้แก่ พม่า หรือเมียนมาร์ ซึ่งเป็นผู้ผลิตฝิ่น เฮโรอีน ยาบ้าและยาไอซ์ ประเทศที่มีสถานะเป็นทางผ่านหรือเส้นทางลำเลียงจากแหล่งผลิตไปยังประเทศอื่นๆ ได้แก่ ไทย ลาว กัมพูชา เวียดนาม และมาเลเซีย และประเทศที่มีสถานะเป็นผู้บริโภคหรือแหล่งแพร่ระบาดยาเสพติด เช่น ไทย ฟิลิปปินส์ อินโดนีเซีย มาเลเซียและเวียดนาม”
