รัฐประศาสนศาสตร์ เป็นวิชาที่มุ่งเน้นการบริหารจัดการบริการสาธารณะของภาครัฐ เอกชน และท้องถิ่น จึงเป็นวิชาที่มีความสำคัญต่อคน สังคมและประเทศ การบริการสาธารณะจะเกิดประสิทธิภาพได้นั้น ปัจจัยสำคัญคือ คน หรือทรัพยากรมนุษย์ขององค์การ ซึ่งถูกยอมรับในปัจจุบันว่า องค์การจะกระทำภารกิจหลักให้บรรลุวัตถุประสงค์ และมีประสิทธิภาพนั้น การบริหารทรัพยากรมนุษย์ขององค์การ เป็นปัจจัยที่สำคัญอย่างหนึ่งในการบริหารและการจัดการ ซึ่งถ้าองค์การมีทรัพยากรมนุษย์ที่ดี มีความสามารถ ปัจจัยด้านอื่น ๆ ก็จะมีประสิทธิภาพตามมาด้วย เพราะทรัพยากรมนุษย์เป็นผู้จัดหาและใช้ทรัพยากรบริหารอื่นๆ ไม่ว่าจะเป็นเงิน วัสดุอุปกรณ์ และระบบการจัดการต่างๆ ทรัพยากรมนุษย์จึงถือได้ว่าเป็นทรัพยากรที่มีค่าที่สุด ที่เสริมสร้างให้การดำเนินงานขององค์การสามารถสำเร็จบรรลุตามวัตถุประสงค์ที่วางไว้ได้ รวมถึงสามารถสร้างความได้เปรียบในเชิงแข่งขันกับองค์กรอื่นๆได้ด้วย
ด้วยความสำคัญของการบริการสาธารณะและการบริหารทรัพยากรมนุษย์ดังกล่าว ฉันจึงตัดสินใจเข้าศึกษาต่อปริญญาเอกรัฐประศาสนศาสตร์ที่ NIDA ปรัชญาของหลักสูตรดังกล่าว มุ่งเน้นในการพัฒนาความสามารถของนักศึกษาให้เป็นผู้ที่มีความคิดริเริ่ม สร้างสรรค์ ในการสร้างองค์ความรู้ใหม่ โดยผ่านกระบวนการวิเคราะห์ สังเคราะห์และประยุกต์ใช้ความรู้ทางรัฐประศาสนศาสตร์ โดยเฉพาะอย่างยิ่งการวิจัยขั้นสูงในแขนงวิชาต่าง ๆ ที่จำเป็นต่อการพัฒนาประเทศ
วัตถุประสงค์ของหลักสูตรคือ
1. เพื่อผลิตรัฐประศาสนศาสตรดุษฎีบัณฑิตที่เป็น ผู้มีความรู้เป็นเลิศทางวิชาการทางด้านรัฐประศาสนศาสตร์ความรู้ทางรัฐประ ศาสนศาสตร์ โดยเฉพาะอย่างยิ่งการวิจัยขั้นสูงในแขนงวิชาต่าง ๆ ที่จำเป็นต่อการพัฒนาประเทศ
2.เพื่อส่งเสริมให้นักศึกษามีความเป็นผู้นำทางวิชาการ สามารถนำความรู้มาชี้แนะเพื่อแก้ไขปัญหา ตลอดจนพัฒนาหน่วยงานและประเทศชาติ
3. เพื่อส่งเสริมให้นักศึกษาเป็นผู้ที่มีความใส่ใจในการแสวงหาความรู้ใหม่ๆ ตลอดจนมีคุณธรรมและสร้างประโยชน์ให้แก่สังคม
