วนอุทยานดอยกาดผี ตั้งอยู่บริเวณบ้านห้วยชมภู ตำบลห้วยชมภู อำเภอเมือง จังหวัดเชียงราย ในเขตป่าสงวนแห่งชาติ ป่าแม่ลาวฝั่งซ้ายและแม่กกฝั่งขวา ตำบลห้วยชมภู อำเภอเมือง จังหวัดเชียงราย มีเนื้อที่ประมาณ 6,250 ไร่ เป็นแหล่งที่มีทิวทัศน์สวยงามที่สำคัญของราษฎรในท้องถิ่น เป็นแหล่งท่องเที่ยวเชิงอนุรักษ์ ทั้งฤดูร้อนและฤดูหนาว ตลอดจนเทศกาลและประเพณีต่างๆ

กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช พิจารณาเห็นว่า พื้นที่ดังกล่าวมีลักษณะโดดเด่นทางธรรมชาติที่สวยงาม เพื่อเป็นการสงวนคุ้มครองพื้นที่ให้คงอยู่ตลอดไป เพื่อประโยชน์เป็นแหล่งศึกษาวิจัยค้นคว้า และเป็นสถานที่พักผ่อนหย่อนใจของประชาชน รวมทั้งเพื่อรักษาสมดุลของระบบนิเวศและสิ่งแวดล้อมตลอดจนความหลากลายทางชีวภาพ สำหรับเป็นแหล่งต้นน้ำลำธารและอยู่อาศัยของสัตว์ป่า แหล่งอาหาร แหล่งนันทนาการ และการท่องเที่ยวทางธรรมชาติของประชาชน จึงได้นำเรื่องเรียนปลัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เพื่อนำเรียนรัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (นายยงยุทธ ติยะไพรัช) ให้ความเห็นชอบในหลักการ เมื่อวันที่ 28 สิงหาคม 2549 และได้ประกาศจัดตั้งเป็นวนอุทยานดอยกาดผี เนื้อที่ 6,250 ไร่ ตามประกาศกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ที่ 1509/2549 ลงวันที่ 29 กันยายน 2549

ลักษณะภูมิประเทศ
ลักษณะทั่วไปเป็นเทือกเขาสูง ทอดตัวในแนวเหนือ-ใต้ พื้นที่ลาดเอียงไปทางทิศตะวันตก โดยมีความลาดชันประมาณ 30-45 เปอร์เซ็นต์ พื้นที่สูงจากระดับน้ำทะเลปานกลางระหว่าง 800-1113 เมตร

ลักษณะภูมิอากาศ
สภาพอากาศเป็นแบบมรสุมเขตร้อน อุณหภูมิเฉลี่ยต่ำสุด 12 องศาเซลเซียส อุณหภูมิเฉลี่ยสูงสุด 37.7 องศาเซลเซียส มีปริมาณน้ำฝนเฉลี่ยรายปีเท่ากับ 1,805 มิลลิเมตร โดยจะมีช่วงฤดูร้อนระหว่างเดือนมีนาคม-เมษายน ช่วงฤดูฝนระหว่างเดือนพฤษภาคม-ตุลาคม และช่วงฤดูหนาวระหว่างเดือนพฤศจิกายน-กุมภาพันธ์

พรรณไม้และสัตว์ป่า
พืชพรรณส่วนใหญ่เป็นป่าเบญจพรรณ โดยมีไม้ยืนต้น กระจายเต็มพื้นที่ และมีไม้สักปะปนคละกับไม้อื่น เช่น เสี้ยว ก่อ ทะโล้ นอกจากนั้นยังมีพืชพวกกลุ่มเฟิน และกล้วยไม้หลากพันธุ์ขึ้นอยู่ตามบริเวณยอดดอยกาดผี

สัตว์ป่าประกอบด้วย นกกระปูด นกกางเขนดง นกปรอดหัวโขน นกกะราง นกแอ่นบ้าน ไก่ป่า กระต่ายป่า อ้นเล็ก กระจ้อน กระแตธรรมดา กระรอก งูชนิดต่าง ๆ ตุ๊กแก จิ้งจก จิ้งเหลน คางคกบ้าน และกบห้วย จิงโจ้น้ำ เป็นต้น
