ระบบการปกครองแบบเผด็จการ แบ่งเป็น 2 รูปแบบ คือ
1. เผด็จการอำนาจนิยม มีลักษณะ ดังนี้
- อำนาจทางการเมืองเป็นของผู้ปกครอง ประชาชนไม่มีสิทธิ
- ควบคุมสิทธิเสรีภาพของประชาชนอันเกี่ยวกับอำนาจอธิปไตย
- ยอมให้ประชาชนมีสิทธิเสรีภาพในครอบครัว การนับถือศาสนา การดำเนินชีวิต การประกอบอาชีพ โดยที่รัฐมีสิทธิแทรกแซง
2. เผด็จการแบบเบ็ดเสร็จ มีลักษณะ ดังนี้
- ควบคุมอำนาจประชาชนทั้งทางการเมือง สังคม และเศรษฐกิจ
- ไม่เปิดโอกาสให้ประชาชนร่วมในการปกครองใด ๆ ทั้งสิ้น
- รัฐเข้าดำเนินงานทางด้านเศรษฐกิจทั้งหมด โดยประชาชนเป็นเพียงผู้ให้แรงงาน
- มีการลงโทษอย่างรุนแรงหากประชาชนฝ่าฝืนหรือต่อต้าน ประชาชนต้องเชื่อฟังรัฐบาล ผู้นำ ผู้ปกครองอย่างเคร่งครัด
- การปกครองแบบนี้ ได้แก่ การปกครองของรัฐคอมมิวนิสต์ในปัจจุบัน
