ผลจากปัญหายาเสพติด ได้ก่อให้เกิดความเสียหายร้ายแรงต่อมวลมนุษยชาติทั่วโลก เพื่อเน้นถึงความสำคัญของการต่อสู้กับปัญหาการใช้ยาในทางที่ผิด และการลักลอบค้ายาเสพติดและเพื่อส่งเสริมความร่วมมือระหว่างประเทศทั่วโลกใน การต่อสู้กับปัญหายาเสพติด ที่ประชุมระหว่างประเทศว่าด้วยการใช้ยาในทางที่ผิด และการลักลอบใช้ยาเสพติด (International Conference on Drug Abuse and llicit Trafficking I) ซึ่งจัดขึ้นที่กรุงเวียนนา ประเทศออสเตรีย ระหว่าง วันที่ 17-26 มิถุนายน 2530 ที่ประชุมได้เสนอเป็นข้อมติต่อสมัชชาใหญ่สหประชาชาติขอให้กำหนดวันที่ 26 มิถุนายนของทุกปีเป็นวันต่อต้านยาเสพติดซึ่งที่ประชุมได้มีมติเห็นชอบตาม ข้อเสนอดังกล่าวในการประชุมเมื่อ วันที่ 7 ธันวาคม พ.ศ. 2530

เจริญพร วันนี้ได้รับอาราธนาให้พูดถึงเรื่องยาเสพติด ปรารภเหตุที่สมัชชาใหญ่ องค์การสหประชาชาติ ได้กำหนดให้วันที่ 26 มิถุนายน ของทุกปี เป็น "วันต่อต้านยาเสพติดแห่งโลก"
ในเรื่องยาเสพติด อยากจะฝากพวกเราเอาไว้ 2 ประเด็น

ประเด็นแรกก็คือ เวลาพูดถึงยาเสพติด คนทั่วไปมักจะนึกถึง ยาบ้าบ้าง ฝิ่นบ้าง เฮโรอีนบ้าง หรือยาเสพติดที่ร้าย ๆ ทั้งหลาย ซึ่งเครื่องเหล่านั้นความจริงก็ได้มีกล่าวถึงมาค่อนข้างเยอะแล้ว โดยทั่วไปเราก็ได้เห็นโทษเห็นภัยกันชัดเจน เหลือแต่เพียงว่า จะทำยังไง จะป้องกันไม่ให้ระบาด ไม่ให้แพร่หลายไป จำกัดขอบเขตวงให้เหลือน้อยที่สุด เป็นประเด็นหลัก จึงอยากจะฝากพวกเราเอง มาถึงแง่ที่ว่า จริง ๆ พูดถึงยาเสพติด

มันไม่ได้มีเพียงยาเสพติดในความหมายที่คนทั่วไปเข้าใจ ยังมีอีกตั้ง 2 เรื่องที่เราต้องใส่ใจ เรื่องแรกก็คือ เหล้าบุหรี่ ทั้งเหล้าทั้งบุหรี่ แอลกอฮอร์ทั้งหลาย ความจริงมันก็คือสิ่งเสพติดนั่นเอง คนเคยสูบ คนเคยดื่ม ถึงคราวมันก็อยากจะสูบอีก อยากจะดื่มอีก มันก็ออกฤทธิ์คล้าย ๆ ยาเสพติด เพียงแต่ว่า เบากว่าหน่อย แต่เพราะว่าเบากว่าหน่อย เลยทำให้กลายเป็นสิ่งเสพติดที่ถูกกฎหมาย สามารถหาซื้อหาเสพได้ทั่วไป ผลคือคนที่สูบบุหรี่ เฉพาะในประเทศไทยมีเป็นสิบ ๆ ล้านคน คนดื่มเหล้า ดื่มเบียร์มีเป็นสิบ ๆ ล้านคน มูลค่าความสูญเสียทางเศรษฐกิจนับรวมแล้วปีนึง ประมาณซัก 2 - 3 แสนล้านบาท ทั้งเหล้าบุหรี่รวมกัน ซึ่งมากยิ่งกว่า ฝิ่น เฮโรอีน ยาบ้า รวมกันทั้งหมดเสียอีก
