สืบเนื่องจากปัญหาการเกิดน้ำท่วมในบริเวณลุ่มแม่น้ำป่าสักในฤดูน้ำหลาก และขาดแคลนน้ำในช่วงฤดูร้อน อันเกิดขึ้นเป็นประจำทุกปี พระบาทสมเด็จพระเจ้าอยู่หัวจึงพระราชทานพระราชดำริให้กรมชลประทานศึกษาความเหมาะสมถึงการสร้างเขื่อนเพื่อแก้ปัญหาดังกล่าว เมื่อวันที่ 19 กุมภาพันธ์ พ.ศ. 2532 ซึ่งสามารถแก้ปัญหาได้ทั้งบริเวณลุ่มแม่น้ำเจ้าพระยาตอนล่าง และบริเวณกรุงเทพมหานครและปริมณฑลอีกด้วย จนกระทั่งวันที่ 3 พฤษภาคม พ.ศ. 2537 คณะรัฐมนตรีได้อนุมัติให้เปิดโครงการก่อสร้างเขื่อนกักเก็บน้ำแม่น้ำป่าสัก ภายหลังการศึกษาความเหมาะสม และผลกระทบจากสิ่งแวดล้อมแล้ว[1]

เขื่อนป่าสักชลสิทธิ์ใช้เวลาดำเนินการก่อสร้างกว่า 5 ปี ตั้งแต่วันที่ 2 ธันวาคม พ.ศ. 2537 ถึงวันที่ 30 กันยายน พ.ศ. 2542 และทำพิธีปฐมฤกษ์กักเก็บน้ำเขื่อนในวันที่ 15 มิถุนายน พ.ศ. 2541 โดยสมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารีเสด็จมาเป็นองค์ประธาน และในวันที่ 7 ตุลาคม พ.ศ. 2541 พระบาทสมเด็จพระเจ้าอยู่หัวพระราชทานนามเขื่อนแห่งนี้ว่า "เขื่อนป่าสักชลสิทธิ์" อันหมายถึง "เขื่อนแม่น้ำป่าสักที่เก็บกักน้ำได้อย่างมีประสิทธิภาพ "[1]
