โครงการศูนย์ภูฟ้าพัฒนาตามพระราชดำริสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ตั้งอยู่ที่ ต.ภูฟ้า อ.บ่อเกลือ จ.น่าน มีพื้นที่ประมาณ 2,000 ไร่ เป็นพื้นที่ทำกินของเกษตรกร 1,200 ไร่ พื้นที่ส่วนกลาง(พื้นที่ทรงงาน) 800 ไร่ มีจำนวนเกษตรกรในพื้นที่ 127 ครอบครัว ผลผลิตข้าวไร่ประมาณ 20 ถังต่อไร่
จากการวิเคราะห์พื้นที่พบประเด็นปัญหาต่างๆ ในพื้นที่เป้าหมายคือ เกษตรกรเกือบทั้งหมดไม่สามารถผลิตข้าวให้เพียงพอต่อการบริโภคในครัวเรือนตนเอง ปัญหาดังกล่าวส่งผลกระทบอย่างกว้างขวางในหลายด้าน ทั้งด้านสังคม เศรษฐกิจ รวมถึงสภาพแวดล้อมในระดับท้องถิ่น และโดยรวมของประเทศในที่สุด ฉะนั้นกิจกรรมเป้าหมายหลัก คือ การเพิ่มผลผลิตข้าวตามแบบเศรษฐกิจพอเพียงควบคู่กับการพัฒนาความสมดุลของทรัพยากรธรรมชาติและสิ่งแวดล้อม
