การวิจัยเรื่อง แนวทางการพัฒนาบุคลากรด้านงบประมาณของกองงบประมาณสำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ เกิดจากที่ผู้วิจัยได้ปฏิบัติงานอยู่ที่กองงบประมาณสำนักงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ และเคยปฏิบัติงานในตำแหน่ง สารวัตร ผู้กำกับการ และปัจจุบัน ดำรงตำแห่ง รองผู้บังคับการกองงบประมาณของกองงบประมาณสำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ เป็นเวลา 10 ปี ได้สังเกตและมองเห็นปัญหาของการปฏิบัติงานในตำแหน่งดังกล่าวรวมทั้งตำแหน่งต่าง ๆ ของกองงบประมาณสำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ ซึ่งสภาพปัญหาที่พบเห็นนั้นมักเกิดจากเจ้าหน้าที่ผู้ปฏิบัติงานขาดความรู้และประสบการณ์เกี่ยวกับเรื่องงานด้านงบประมาณ ขาดความรู้เรื่องระเบียบ หลักเกณฑ์ มาตรการต่าง ๆ ที่จำเป็นสำหรับใช้ประกอบการปฏิบัติงาน รวมทั้งขาดทัศนคติที่ดีในการทำงาน ซึ่งมีผลทำให้การปฏิบัติงานไม่มีประสิทธิภาพเท่าที่ควร ส่งผลกระทบต่อการดำเนินงานขององค์กรในภาพรวม รวมทั้งความเชื่อมั่นและชื่อเสียงของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติด้วย
วัตถุประสงค์ที่ผู้วิจัยต้องการในการวิจัยครั้งนี้นั้น เพื่อศึกษาสภาพปัญหาการปฏิบัติงานของบุคลากรด้านงบประมาณของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ และนำเสนอแนวทางในการพัฒนาบุคลากรด้านงบประมาณของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ จึงได้ตั้งเป็นคำถามนำไว้ 2 ประการ คือ สภาพปัญหาการปฏิบัติงานของบุคลากรด้านงบประมาณของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ ในปัจจุบันเป็นอย่างไร และแนวทางในการพัฒนาบุคลากรด้านงบประมาณของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ ควรเป็นอย่างไร ทั้งนี้ การวิจัยดังกล่าวมีขอบเขตการศึกษาเฉพาะบุคลากรที่ปฏิบัติงานด้านงบประมาณของกองงบประมาณ สำนักงานงบประมาณและการเงิน สำนักงานตำรวจแห่งชาติ
