บทคัดย่อ
โครงการศึกษารูปแบบการบูรณาการการจัดการน้ำอย่างมีส่วนร่วมของชุมชนวังนองตำบลข้าวปุ้น อำเภอกุดข้าวปุ้น จังหวัดอุบลราชธานี เป็นการวิจัยเชิงปฏิบัติการอย่างมีส่วนร่วมของคนในชุมชน ซึ่งมีวัตถุประสงค์เพื่อศึกษาบทเรียนการจัดการน้ำในอดีต และปัจจุบัน นำไปสู่การกำหนดรูปแบบการจัดการเพื่อให้เกิดความยั่งยืนในอนาคตโดยพิจารณาจากปริมาณความต้องการใช้น้ำในการอุปโภคบริโภคของชุมชนวังนอง เพื่อค้นหารูปแบบการจัดการน้ำที่เหมาะสมของชุมชนวังนองโดยชุมชนสามารถดำเนินการเองได้โดยอาศัยทุนทางสังคมที่มีอยู่ และสุดท้ายนำไปสู่แนวทางประสานความร่วมมือในการจัดการน้ำ ระหว่างชุมชน-หน่วยงานในพื้นที่ที่เกี่ยวข้องอย่างเป็นระบบและบูรณาการการดำเนินงานโครงการฯที่ผ่านมา มีกิจกรรมและกระบวนการมากมายเพื่อให้เกิดการเรียนรู้ร่วมกันของทีมวิจัย คนในชุมชน และผู้ที่มีส่วนเกี่ยวข้องอย่างต่อเนื่องและเชื่อมโยง ในเบื้องต้นเป็นแผนเตรียมงานและชุมชน ดังนี้ (1) ประชุมทีมวิจัยและอาสาสมัครเพื่อเตรียมความพร้อมและวางแผนการปฏิบัติงาน (2) ประชาคมเพื่อชี้แจงโครงการต่อชุมชน (3) อบรมเทคนิคการจัดเก็บข้อมูล การสังเคราะห์ข้อมูล และสร้างเครื่องมือในการจัดเก็บข้อมูลการจัดการน้ำของชุมชน จากนั้นจึงได้เริ่มดำเนินการแผนงานการเรียนรู้ชุมชนในการจัดการน้ำ คือ (4) กิจกรรมสำรวจข้อมูลในการจัดการน้ำของชุมชนวังนอง (5) จัดประชุมเพื่อสังเคราะห์ข้อมูล (6) เวทีคืนข้อมูลสู่ชุมชน เพื่อตรวจสอบและสร้างความตระหนักในการจัดการน้ำภายหลังจากที่ได้ดำเนินการเรียนรู้ชุมชนร่วมกันแล้วจึงได้เริ่มดำเนินการแผนงานการค้นหารูปแบบและทดลองการจัดการน้ำโดยชุมชน ดังนี้ (7) กิจกรรมศึกษาดูงานเพื่อพัฒนาศักยภาพการทำงาน (8) เวทีกำหนดรูปแบบการบูรณาการการจัดการน้ำที่เหมาะสมสำหรับชุมชน (9) กิจกรรม“ทดลองรูปแบบการบูรณาการการจัดการน้ำที่เหมาะสมชุมชนวังนอง” ในช่วงสุดท้ายของการดำเนินโครงการเป็นแผนงานการติดตามและสรุปบทเรียนการทำงาน คือ (10) กิจกรรมสำรวจความคิดเห็นและเก็บข้อมูลผลลัพธ์ที่เกิดขึ้นระหว่างโครงการต่อชุมชน (11) กิจกรรมสรุปบทเรียนการดำเนินโครงการวิจัยในพื้นที่ และ (12) เวทีนำเสนอผลการดำเนินการวิจัยผลการวิจัยพบว่า(หนึ่ง)ทีมวิจัย และอาสาสมัครโครงการ ก่อนเริ่มโครงการวิจัยมีความคาดหวังว่าหากร่วมดำเนินโครงการแล้วจะได้เรียนรู้ประสบการณ์ใหม่ๆจากการทำงาน อยากรู้ว่าการทำงานวิจัยเป็นอย่างไร ในระหว่างการดำเนินงานพบว่าตัวเองมีศักยภาพมากมาย ได้เรียนรู้ประวัติศาสตร์ความเป็นมาของหมู่บ้านและมีข้อมูล-องค์ความรู้ในเรื่องน้ำของชุมชนมากขึ้น สุดท้ายคือได้เรียนรู้กระบวนการทำงานวิจัยอย่างมีส่วนร่วม ทำให้เกิดแนวคิดและแรงบันดาลใจที่จะทำงานร่วมกับคนอื่นเพื่อชุมชนนอกจากนี้ผลลัพธ์ที่ได้นอกเหนือจากที่ได้กล่าวมาแล้ว คือเยาวชนที่เคยเข้าร่วมกิจกรรมเกิดการรวมกลุ่มเพื่อทำกิจกรรมดีๆมากขึ้น จากในช่วงเริ่มต้นโครงการที่มีเยาวชนร่วมเป็นอาสาสมัครของโครงการ จำนวน 4 คน ก็เพิ่มจำนวนเป็น 15 คน และ 23 คน ในช่วงสุดท้าย ภายหลังที่มีการกลุ่มกันอย่างชัดเจนแล้ว ได้มีแนวคิดที่จะทำกิจกรรมอื่นๆร่วมกันเพื่อเป็นการใช้เวลาว่างให้เกิดประโยชน์(สอง)ในช่วงเริ่มต้นการดำเนินโครงการวิจัยนั้น คนในชุมชนส่วนใหญ่คิดว่า งานวิจัยเป็นเรื่องของนักวิชาการ สำหรับตัวเองไม่มีความรู้เลยไม่กล้าเข้ามามีส่วนร่วมจึงได้แต่นิ่งเฉย บางส่วนก็ให้ความร่วมดีถึงแม้จะเข้าใจในงานที่ทำบ้างและไม่เข้าใจบ้าง ภายหลังจากที่ชาวบ้านได้เข้าร่วมกระบวนการงานวิจัยระยะหนึ่งพบว่ามีความสนใจต่องานที่ทำมากขึ้น สังเกตได้จากเวลาที่มีการประชุมก็ให้ข้อคิดเห็นหรือให้ข้อเสนอแนะต่อการดำเนินโครงการอย่างต่อเนื่อง ส่งผลให้เกิดการเปลี่ยนแปลงทัศนคติและแนวคิดที่จะทำงานร่วมกันเพื่อชุมชนมากขึ้นสุดท้ายแล้วการเปลี่ยนแปลงที่เกิดขึ้นภายหลังการวิจัยพบว่า คนในชุมชนใส่ใจในการใช้น้ำและน้ำดื่มมากขึ้น นำไปสู่การปรับเปลี่ยนพฤติกรรมการใช้น้ำให้ประหยัด และมองว่าการเก็บข้อมูลเป็นเรื่องดีเพราะจะได้นำไปใช้ในการแก้ไขปัญหาต่อไปได้ การเปลี่ยนแปลงเชิงรูปธรรมที่เกิดขึ้นนั้น มีการพัฒนาแหล่งน้ำโดยการขุดลอกลำห้วยใหม่และฟื้นฟูสภาพโดยการปลูกต้นไม้ ปล่อยปลา อย่างมีส่วนร่วมของคนในชุมชน
