นายดวงฤทธิ์กล่าวว่า บุคคลที่จะขึ้นทะเบียนเป็นสถาปนิกอาเซียนได้จะต้องเป็นสถาปนิกในระดับสามัญสถาปนิกขึ้นไปเท่านั้น และมีประสบการณ์ต่อเนื่องไม่น้อยกว่า ๑๐ ปี ซึ่งเป็นเกณฑ์ที่ตัวแทนหน่วยงานสถาปนิกในอาเซียนเห็นพ้องต้องกัน

การขึ้นทะเบียนเป็นสถาปนิกอาเซียน มีค่าธรรมเนียม ๑,๐๐๐ บาท ใช้เวลาในการพิจารณา ไม่เกิน ๔๕ วัน และมีอายุการเป็นสถาปนิกอาเซียน ๒ ปี ทั้งนี้ ในประเทศอื่นๆ เริ่มมีการขึ้นทะเบียนสถาปนิกอาเซียนแล้ว เช่น สิงคโปร์น่าจะมีผู้ขึ้นทะเบียนแล้วประมาณ ๔๐ คน สำหรับประเทศไทยคาดว่าจะมีจำนวนสถาปนิกไทยที่ขึ้นทะเบียนในปีแรกประมาณ ๑๐๐ คน
