นายทวี รัชนีกร เกิดเมื่อวันที่ ๑๐ ตุลาคม พุทธศักราช ๒๔๗๗ ที่จังหวัดราชบุรี เป็นศิลปินอาวุโสที่ทุ่มเทในการสร้างสรรค์ผลงานศิลปกรรมมาตั้งแต่ปีพุทธศักราช ๒๕๐๓ โดยในการสร้างสรรค์ผลงานด้านจิตรกรรมนั้น ระยะแรกได้แสดงออกให้เห็นความงามของธรรมชาติที่ผสมผสานความคิด จนเกิดรูปแบบที่มีลักษณะเฉพาะตัวและต่อมาได้เสนอภาพสะท้อนภาวะของสังคม วิถีชีวิต ความเชื่อ ความเป็นท้องถิ่นและเรื่องราว สะเทือนใจที่มีต่อประชาชนโดยเสนอทัศนะต่อสังคมให้ตระหนักถึงความยุติธรรมและความจริงของมนุษย์ที่จะมอบให้แก่กันและกัน ในส่วนของกระบวนการแสดงออกยังได้นำเอาวัสดุพื้นบ้านอีสานมาพัฒนาสู่การสร้างสรรค์ในระดับสากล และผลงานได้รับรางวัลและเกียรติคุณจากการแสดงศิลปกรรมแห่งชาติหลายครั้ง นอกจากนั้นยังเป็นผู้เผยแพร่ความรู้ทางทัศนศิลป์แก่นักศึกษาศิลปะในฐานะอาจารย์ตั้งแต่รับราชการจนกระทั่งเกษียณอายุ

อีกทั้งยังเป็นผู้บุกเบิกการสร้างงานเครื่องปั้นดินเผาด่านเกวียนให้แก่ศิลปินและวงวิชาการศึกษาทางด้านนี้ จนเกิดการพัฒนารูปแบบมาถึงปัจจุบัน นับได้ว่าผลงานศิลปะและงานวิชาการทางศิลปะต่างๆ ได้ก่อให้เกิดประโยชน์ต่อสังคมและประเทศชาติเป็นอย่างมาก เป็นศิลปินที่ดำรงชีวิตในการสร้างสรรค์งานศิลปะอย่างมีความมั่นคง และประกอบกิจการงานด้วยคุณธรรม เป็นแบบอย่างที่ดีแก่อนุชนรุ่นหลัง
นายทวี รัชนีกร จึงได้รับยกย่องเชิดชูเกียรติเป็นศิลปินแห่งชาติ สาขาทัศนศิลป์(จิตรกรรม) พุทธศักราช ๒๕๔๘
