การวิจัยนี้มีวัตถุประสงค์เพื่อการประเมินผลประสิทธิภาพในการปฏิบัติงานด้วยหลักการ มีส่วนร่วมของบุคลากรส่วนตรวจการเดินเรือ กรมเจ้าท่าซึ่งใช้กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือผู้บริหารระดับสูง ผู้บริหารระดับกลาง และระดับปฏิบัติงาน จำนวน 287 คน และใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวม ข้อมูล โดยใช้สถิติต่างๆในการวิเคราะห์ ได้แก่ ค่าร้อยละ ความถี่ และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยสามารถสรุปได้ดังนี้
ผลการศึกษาพบว่า ผู้ตอบแบบสอบถามส่วนใหญ่เป็นเพศชาย ร้อยละ 73.5 มีตำแหน่งระดับปฏิบัติงาน ร้อยละ 59.2 การศึกษาระดับปริญญาตรี คิดเป็นร้อยละ 81.9 และมีประสบการณ์ในการทำงาน 11-15 ปี คิดเป็นร้อยละ 56.1
ด้านการประเมินคุณภาพในการปฏิบัติงานเรียงจากมากที่สุด-มาก ได้แก่ ด้านแรงจูงใจ ด้านปัจจัยที่มีอิทธิพลต่อประสิทธิภาพการทำงาน ด้านปัจจัยการพัฒนาประสิทธิภาพในการปฏิบัติงานและด้านปัจจัยด้านการวัดและการประเมินประสิทธิภาพการทำงาน ส่วนด้านหลักการมีส่วนร่วม เรียงจากมากที่สุด-มาก ได้แก่ ด้านการดำเนินงาน ด้านการใช้บริการจากโครงการ ด้านการมีส่วนร่วมในการได้รับประโยชน์ และด้านการวางแผน ส่วนแนวทางให้บุคลากรส่วนตรวจการเดินเรือ กรมเจ้าท่า บรรลุการประเมินผลประสิทธิภาพในการปฏิบัติงาน ด้วยหลักการมีส่วนร่วมอยู่ในระดับเดียวกันกับการประเมินประสิทธิภาพในการปฏิบัติงาน
