ในระบบเศรษฐกิจ แรงงานถือเป็นปัจจัยสำคัญอันหนึ่งที่ก่อให้เกิดผลผลิต พลังของผู้ใช้แรงงานจะแฝงอยู่ในผลผลิตทุกชิ้น ดังนั้นความมั่นคงก้าวหน้าหรือความอ่อนแอทางเศรษฐกิจ แรงงานย่อมมีส่วนสำคัญเป็นอย่างมาก แต่ในความเป็นจริงแล้ว ยังมีผู้ใช้แรงงานถูกเอารัดเอาเปรียบจากนายจ้าง ทั้งในด้านผลประโยชน์ค่าตอบแทน และสวัสดิการ ฯลฯ ดังนั้นเพื่อเป็นการยกย่องและชี้ให้เห็นถึงความสำคัญของแรงงาน เพื่อให้เกิดการพัฒนาทั้งในคุณภาพ ความเป็นอยู่ ตลอดจนสิทธิอันชอบธรรมที่ผู้ใช้แรงงานสมควรจะได้รับการดูแลเอาใจใส่อย่างจริงจัง รัฐบาลจึงได้กำหนดให้วันที่ 1 พฤษภาคม ของทุกปีเป็น “วันแรงงานแห่งชาติ” ตามที่คณะพรรคสังคมนิยมระหว่างชาติได้กำหนดไว้ตั้งแต่ปี พ.ศ.2432 ในประเทศยุโรปส่วนมาก ก็กำหนดให้วันที่ 1 พฤษภาคม เป็นวันแรงงานเช่นเดียวกัน และเรียกว่า “วันกรรมกรสากล” หรือ วันเมย์เดย์ ยกเว้น ประเทศสหรัฐอเมริกาและประเทศแคนาดา ที่ถือเอาวันจันทร์แรกของเดือนกันยายนเป็นวันแรงงาน ในเมืองไทยเริ่มมีการจัดการบริหารแรงงานขึ้นใน พ.ศ.2475 เมื่อรัฐบาลได้ออกพระราชบัญญัติจัดหางานประจำท้องถิ่น พ.ศ.2475
การบริหารแรงงาน หมายถึงการจัดสรรและพัฒนาแรงงาน คุ้มครองดูแลสภาพการทำงาน สร้างรากฐานและขบวนการส่งเสริมความสัมพันธ์อันดีระหว่างนายจ้างและลูกจ้าง ศึกษาข้อเท็จจริงเกี่ยวกับภาระการสร้างงานประกอบอาชีพ เพื่อ พ.ศ. 2477 ได้มีการจัดตั้งกองกรรมกรขึ้น ทำหน้าที่ด้านการจัดหางาน และศึกษาภาวะความเป็นอยู่ของคนงานทั่วไป พ.ศ.2499 รัฐบาลได้ขยายกิจการสัมพันธ์มากขึ้น และประกาศใช้พระราชบัญญัติแรงงานสัมพันธ์ฉบับแรก พ.ศ.2508 และปีเดียวกันนี้ได้มีการจัดตั้งกรมแรงงานขึ้น อีกทั้งประกาศใช้พระ ราชบัญญัติกำหนดวิธีระงับข้อพิพาทแรงงาน ในปัจจุบันใช พระราชบัญญัติแรงงานสัมพันธ์ พ.ศ.2518

2.งานแนะแนวอาชีพ ให้คำปรึกษาแก่เยาวชนและผู้ประสงค์จะทำงานเพื่อให้สามารถเลือกแนวทางประกอบอาชีพเหมาะตามความถนัด ความสามารถทางร่างกาย คุณสมบัติ บุคลิกภาพและความเหมาะสมแก่ความต้องการเศรษฐกิจ
3.การพัฒนาแรงงาน ส่งเสริมพัฒนาฝีมือแก่คนงานและเยาวชน ที่โอกาสศึกษาต่อ
4.งานคุ้มครองแรงงาน วางหลักการและวิธีการเกี่ยวกับชั่วโมงการทำงาน วันหยุดงาน ตลอดจนสวัสดิการต่าง ๆ
5.งานแรงงานสัมพันธ์ ทำการส่งเสริมและสร้างสัมพันธ์อันดีระหว่างนายจ้างกับลูกจ้าง
ด้านกรรมกร ได้จัดตั้งกลุ่มสหภาพแรงงานขึ้นหลายกลุ่ม และรวมกันตั้งสภาองค์การลูกจ้างขึ้น ทำหน้าที่พิทักษ์สิทธิให้กับผู้ใช้แรงงาน ปัจจุบันมี 3 สภา ได้แก่
1.สภาองค์การลูกจ้างแรงงานแห่งประเทศไทย
2.สภาองค์การลูกจ้างแห่งประเทศไทย
3.สภาองค์การแรงงานแห่งประเทศไทย
