3. หลักการและเหตุผล
ปัจจุบันกระแสการเปลี่ยนแปลงของโลกเป็นไปอย่างรวดเร็วไม่ว่าเป็นด้านเศรษฐกิจ สังคม การเมืองความเจริญอย่างต่อเนื่องทางด้านเทคโนโลยี องค์กรต่างๆจึงต้องเตรียมความพร้อมเพื่อปรับตัวให้ทันกระแสการเปลี่ยนแปลงที่กำลังเกิดขึ้น การสร้างคนให้มีความรอบรู้ คิดวิเคราะห์เป็น มีความพร้อมรับการเปลี่ยนแปลงและก้าวสู่เศรษฐกิจฐานความรู้ มีความรู้สามารถด้านภาษาสากลและเทคโนโลยี จึงทำให้องค์กรดำรงอยู่ได้อย่างเข้มแข็งและมีประสิทธิภาพ
ผู้บริหารและบุคลากรทางการศึกษา จำเป็นที่ต้องเป็นผู้ที่มีความรู้ ความสามารถ และทักษะในการปฏิบัติงานให้ทันต่อกระแสการเปลี่ยนแปลงที่เกิดขึ้น ต้องพัฒนาตนเองให้ก้าวทันโลกอยู่เสมอ โดยเฉพาะอย่างยิ่งการพัฒนาความรู้ ความสามารถด้านภาษาอังกฤษ และการใช้เทคโนโลยีในรูปแบบต่างๆ บทบาทที่สำคัญประการหนึ่งของผู้บริหาร คือ การเป็นผู้นำทางวิชาการ ผุ้นำทางการเรียนการสอน และการพัฒนาหลักสูตร ซึ่งจะช่วยส่งเสริมสนับสนุนให้การจัดการศึกษามีประสิทธิภาพ และเกิดประสิทธิผล
สถาบันพัฒนาครู คณาจารย์และบุคลากรทางการศึกษา ในฐานะหน่วยงานที่มีบทบาทสำคัญในการพัฒนาครู และบุคลากรทางการศึกษา ตระหนักและเห็นความสำคัญดังกล่าวจึงได้ประสานความร่วมมือทางวิชาการกับ Auckland University of Technology ( AUT) ประเทศนิวซีแลนด์ และ The Hong Kong Institute for Education และ Asia Centre for Leaderchip and Change ( APCLC) เขตบริหารพิเศษอ่องกงแห่งสาธารณรัฐประชาชนจีน ซึ่งเป็นหน่วยงานการศึกษาที่สถาบันพัฒนาครู คณาจารย์และบุคลากรทางการศึกษา มีความร่วมมือทางการวิชาการ ในการพัฒนาสมรรถนะผู้บริหารการศึกษากับหน่วยงานการศึกษาต่างประเทศ อันจะส่งผลให้คุณภาพการจัดการศึกษาของกระทรวงศึกษาธิการให้มีประสิทธิภาพมากยิ่งขึ้นและเป็นช่องทางในการเปิดโลกทัศน์ของผู้บริหารให้ก้าวทันกระแสโลกาภิวัตน์ต่อไป
4. วัตถุประสงค์
4.1 เพื่อสร้างนักบริหารให้เป็นผู้นำที่ดี มีสมรรถนะและความสามารถสูง พร้อมที่จะเป็นผู้นำทางวิชาการ
4.2 พัฒนาสมรรถนะผู้บริหารและบุคลากรทางการศึกษา ให้เป็นผู้นำทางวิชาการ และแลกเปลี่ยนเรียนรู้ประสบการณ์ด้านการจัดการศึกษากับหน่วยงานการศึกษาในต่างประเทศ

5.1 เชิงปริมาณ ผู้บริหารสถานศึกษา และบุคลากรทางการศึกษา สังกัดกระทรวงศึกษาธิการ
( ผ่านการพิจารณาคัดเลือกจากหน่วยงานต้นสังกัด) จำนวน 1 รุ่น รวม 25 คน
5.2 เชิงคุณภาพ ร้อยละ 80 ของผู้บริหารสถานศึกษาและบุคลากรทางการศึกษาที่เข้ารับการพัฒนาสามารถนำความรู้และประสบการณ์ไปประยุกต์ใช้ในการปฏิบัติงาน
