นโยบายที่สำคัญประการหนึ่งของรัฐบาล ในการพัฒนาเศรษฐกิจและสังคมของประเทศ คือ การส่งเสริมพัฒนาการรวมกลุ่มอุตสาหกรรม (Cluster Development) เนื่องจากพิจารณาเห็นว่า “คลัสเตอร์ (Cluster)” เป็นเครื่องมือและกลไกอันสำคัญในการเพิ่มขีดความสามารถการแข่งขันและการพัฒนาเศรษฐกิจอุตสาหกรรมของประเทศ
กรมส่งเสริมอุตสาหกรรม กระทรวงอุตสาหกรรม ได้รับมอบหมายให้เป็นหน่วยงานหลัก ที่มีบทบาทในการปฏิบัติและขับเคลื่อนให้เกิดการสร้างและพัฒนาคลัสเตอร์ ตามบันทึกข้อตกลงความร่วมมือ (MOU) ลงวันที่ 10 มิถุนายน 2547 ภายใต้กรอบของคณะกรรมการพัฒนาขีดความสามารถในการแข่งขันของประเทศ (NCC : National Committee on Competitive Advantage) โดยได้เริ่มดำเนินการส่งเสริมกระตุ้นให้เกิดพัฒนาการรวมกลุ่มและเชื่อมโยงอุตสาหกรรมมาอย่างต่อเนื่อง ตั้งแต่ปี พ.ศ.2546 จนถึงปัจจุบัน โครงการพัฒนาการรวมกลุ่มและเชื่อมโยงอุตสาหกรรม ของกรมส่งเสริมอุตสาหกรรม ได้ก่อให้เกิดกลุ่มอุตสาหกรรมที่เข้มแข็ง และมีขีดความสามารถในการแข่งขัน
