เมื่อวันที่22 มิถุนายน พ.ศ.2534 ได้พระราชทานพระราชดำริเกี่ยวกับหญ้าแฝกเป็นครั้งแรกกับ ดร.สุเมธ ตันติเวชกุล เลขาธิการสำนักงาน กปร. ในขณะนั้นว่า ให้ทำการศึกษาทดลองปลูกหญ้าแฝก เพื่อป้องกันการชะล้างพังทลายของดิน และอนุรักษ์ ความชุ่มชื้นไว้ในดิน เพราะขั้นตอนการดำเนินงานเป็นวิธีการแบบง่าย ๆ ประหยัด และที่สำคัญคือเกษตรกรสามารถดำเนินการเองได้ โดยไม่ต้องให้การดูแลภายหลังการปลูกมากนัก และได้พระราชทานพระราชดำริอีกหลายครั้งเกี่ยวกับการนำหญ้าแฝกมาใช้ประโยชน์ในลักษณะต่าง ๆ การดำเนินโครงการต่าง ๆ ดังกล่าวนี้ ทรงเน้นอยู่เสมอว่ากระบวนการพัฒนาที่ดินทั้งหมดนี้ จะต้องชี้แจงให้ราษฎร ซึ่งเป็นผู้ได้รับประโยชน์ มีส่วนร่วมและลงมือลงแรงด้วย (สำนักงาน กปร., 2542)
