ปัจจุบันเครือข่ายอินเทอร์เน็ตนับได้ว่าเป็นมิติหนึ่งที่สำคัญของการสื่อสาร เพราะอินเตอร์เน็ตเป็นสื่อที่สามารถตอบสนองต่อความต้องการในด้านข้อมูล ข่าวสาร การแสดงความคิดเห็นของบุคคลได้ในทุกช่วงวัย เมื่อการติดต่อสื่อสารผ่านสื่ออินเตอร์เน็ตมีอย่างต่อเนื่อง การเผยแพร่สื่อลามกในเครือข่ายอินเตอร์เน็ตก็มีจำนวนเพิ่มมากขึ้น แม้ปัจจุบันจะมีการตราพระราชบัญญัติว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ พ.ศ.2550 ซึ่งเป็นกฎหมายที่บัญญัติมาตรการในการป้องกัน และปราบปรามการเผยแพร่สื่อลามกในเครือข่ายอินเตอร์เน็ตก็ตาม แต่มาตรการทางกฎหมายดังกล่าวยังมีความไม่เหมาะสมแก่การบังคับใช้
