การวิจัยนี้ มีวัตถุประสงค์ในการวิจัย 3 ประการ คือ (1) เพื่อศึกษาบทบาทของผู้ว่า กรุงเทพมหานคร (2) เพื่อศึกษาประสิทธิผลในการบริหารงานของกรุงเทพมหานคร (3) เพื่อศึกษาความเกี่ยวข้องของบทบาทผู้ว่าราชการกรุงเทพมหานคร กับประสิทธิผลในการบริหารงานของกรุงเทพมหานคร โดยในครั้งนี้ใช้การวิจัยเชิงคุณภาพ การได้มาของข้อมูลด้วยวิธีการ (1) เอกสารวิชาการ ตำรา และผลการวิจัย ที่เกี่ยวข้องบทบาทผู้ว่าราชการกรุงเทพมหานคร กับประสิทธิผลในการบริหารงานของกรุงเทพมหานคร (2) การสัมภาษณ์แบบเจาะลึก (ซึ่งประกอบด้วย พลตรี จำลอง ศรีเมืองนายอภิรักษ์ โกษะโยธิน และหม่อมราชวงศ์ สุขุมพันธุ์ บริพัตร)
ผลการศึกษาพบว่า
1. การบริหารงานของผู้ว่าราชการกรุงเทพมหานครนั้น มีการนำเอาบทบาทในการบริหารงานทั้ง 10 บทบาท ตามแนวคิดของ เฮนรี่ มินทซ์เบิร์ก (Henry Mintzberg ) นำมาใช้เป็นแนวทางในการปฏิบัติงาน เพื่อให้การดำเนินงานของกรุงเทพมหานครบรรลุตามเป้าประสงค์ที่ได้กำหนดไว้ โดยในการปฏิบัติงานจะผสมผสานบทบาทเข้าด้วยกัน
2. สำหรับประสิทธิผลในการบริการงานของกรุงเทพมหานครนั้นมีประสิทธิผล คือ มีปริมาณผลงานตามที่กำหนด งานที่สำเร็จมีคุณภาพ ตามระยะเวลาที่กำหนด และมีผลสัมฤทธิ์ของงานที่ปฏิบัติได้
3. บทบาทที่ผู้ว่าราชการกรุงเทพมหานครทั้ง 10 บทบาท ที่นำมาใช้เป็นแนวทางในการปฏิบัติราชการ นั้นมีความสัมพันธ์กับ ประสิทธิผลในการบริหารงานของกรุงเทพมหานคร คือ นั้น ทำให้การบริหารของกรุงเทพมหานครนั้นมีประสิทธิผล
ข้อเสนอแนะในการศึกษา
1. ควรจะมีการดำเนินการแผนงานให้ถูกต้อง รวมทั้งการนำแผนไปปฏิบัติ การควบคุม และการประเมินผล
2. ควรพัฒนาระบบสารสนเทศให้มีความทันสมัย เพียงพอต่อการบริหารงาน และเพิ่มช่องทางการสื่อสาร
3. ควรพัฒนาคุณภาพของข้าราชการ และบุคลากรของกรุงเทพมหานคร ให้มีความรู้ความสามารถในการปฏิบัติหน้าที่ในความรับผิดชอบแบบมืออาชีพ และการประสานงานระหว่างหน่วยงาน ต้องสร้างและรักษาเครือข่าย กับภายนอกไว้ให้ดี
4. ควรพิจารณาเพิ่มงบประมาณ ทรัพยากรต่าง ๆ และจะต้องวางระบบและแนวทางปฏิบัติในการประสาน ระหว่างหน่วยงาน และภาคเอกชนต่างๆ ให้เหมาะสมชัดเจน เพื่อให้การดำเนินงานมีประสิทธิภาพ และช่วยลดความขัดแย้ง
