การจะพัฒนาประเทศเพื่อเข้าสู่ประชาคมอาเซียน และสามารถดำรงอยู่ได้อย่างสันติสุขและยั่งยืน ต้องมีการ เตรียมความพร้อม และการวางแผน เพื่อรับมือกับการเปลี่ยนแปลงในอนาคตที่จะเกิดขึ้นอย่างรวดเร็ว กรอบความร่วมมือของการเป็นประชาคมอาเซียน ประกอบด้วย 3 เสาหลัก ได้แก่
1. ประชาคมการเมืองและความมั่นคงอาเซียน
2. ประชาคมเศรษฐกิจอาเซียน
3. ประชาคมสังคมและวัฒนธรรม

4. สร้างความเข้มแข็งและพัฒนาระบบการติดต่อสื่อสาร ให้มีการแลกเปลี่ยนความรู้และประสบการณ์ อย่างทั่วถึงและทั่วโลก เพื่อให้เกิดความเป็นสากลในระบบของการศึกษา
5. ให้การสนับสนุน ส่งเสริม หน่วยงานและภาคส่วนอื่นๆ
