พระราชบัญญัติ วัฒนธรรมแห่งชาติพุทธศักราช 2485 แก้ไขเพิ่มเติม (ฉบับที่ 2) พุทธศักราช 2486 ได้ให้ความหมายของวัฒนธรรมไว้ดังนี้
วัฒนธรรม คือ ลักษณะที่แสดงถึงความเจริญงอกงาม ความเป็นระเบียบเรียบร้อย ความกลมเกลียวก้าวหน้าของชาติ และศีลธรรมอันดีของประชาชน
วัฒนธรรมจึงเป็นลักษณะพฤติกรรมต่างๆ ของมนุษย์ซึ่งเป็นวิถีชีวิตของมนุษย์ ทั้งบุคคลและสังคมที่ได้วิวัฒนาการต่อเนื่องมาอย่างมีแบบแผน แต่อย่างไรก็ดีมนุษย์นั้นไม่ได้เกาะกลุ่มอยู่เฉพาะในสังคมของตนเอง ได้มีความสัมพันธ์ติดต่อกับสังคมต่างๆ ซึ่งอาจอยู่ใกล้ชิดมีพรมแดนติดต่อกัน หรือยู่ปะปนในสถานที่เดียวกันหรือ การที่ชนชาติหนึ่งตกอยู่ใต้การปกครองของชนชาติหนึ่ง มนุษย์เป็นผู้รู้จักเปลี่ยนแปลงปรับปรุงสิ่งต่าง ๆ จึงนำเอาวัฒนธรรมที่เห็นจากได้สัมพันธ์ติดต่อมาใช้โดยอาจรับมาเพิ่มเติมเป็นวัฒนธรรมของตนเองโดยตรงหรือนำเอามาดัดแปลงแก้ไขให้สอดคล้องเหมาะสมกับสภาพวัฒนธรรมที่มีอยู่เดิม
ในปัจจุบันนี้จึงไม่มีประเทศชาติใดที่มีวัฒนธรรมบริสุทธิ์อย่างแท้จริง แต่จะมีวัฒนธรรมที่มีพื้นฐานมาจากความรู้ ประสบการณ์ที่สังคมตกทอดมาโดยเฉพาะของสังคมนั้น และจากวัฒนธรรมแหล่งอื่นที่เข้ามาผสมปะปนอยู่ และวัฒนธรรมไทยก็มีแนวทางเช่นนี้
ความสำคัญของวัฒนธรรม
