ตามมติการประชุมสมัชชาใหญ่องค์การสหป

ตามมติการประชุมสมัชชาใหญ่องค์การสหประชาชาติ เมื่อเดือนมิถุนายน 2530 ได้กำหนดให้วันที่ 26 มิถุนายนของทุกปี เป็นวันต่อต้านยาเสพติดโลก ซึ่งประเทศไทยได้ยึดถือปฏิบัติและยืนยันเจตนารมณ์อย่างแน่วแน่ที่จะร่วมกับประชาคมโลกในการรณรงค์ต่อต้านยาเสพติด โดยมีหน่วยงาน/องค์กรภาคี ที่เกี่ยวข้องทั้งภาครัฐ ภาคเอกชนและภาคประชาชน ร่วมกันจัดกิจกรรมรณรงค์พิเศษต่อเนื่อง ตั้งแต่ปี 2530 จนถึงปัจจุบัน

ปัญหายาเสพติดเป็นวาระสำคัญของชาติ ส่งผลกระทบต่อความเดือดร้อน ความทุกข์ยากของประชาชนและการพัฒนาประเทศ จำเป็นต้องใช้ความร่วมมือจากทุกภาคส่วนในการแก้ไขปัญหาอย่างแท้จริง โดยคณะรัฐบาล ภายใต้การนำของ พลเอกประยุทธ์ จันทร์โอชา นายกรัฐมนตรี มีมติเมื่อวันที่ 5 มกราคม 2559 เห็นชอบการขับเคลื่อนนโยบายป้องกันและแก้ไขปัญหายาเสพติด โดยมุ่งสร้างความเข้าใจถึงเครือข่ายระดับหมู่บ้าน/ชุมชน ให้เข้ามามีส่วนร่วมในการแก้ไขปัญหายาเสพติด สร้างการรับรู้และดำเนินการให้มีความเชื่อมโยงด้านการป้องกัน ปราบปราม และการบำบัดฟื้นฟูสมรรถภาพผู้เสพ/ผู้ติดยาเสพติด เพื่อคืนคนดีสู่สังคม ตามแผน“ประชารัฐร่วมใจ สร้างหมู่บ้านชุมชนมั่นคง ปลอดภัยยาเสพติด พ.ศ. 2559 - 2560”
