เมื่อวันที่ 21 มีนาคม 2536 พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินไปตรวจเยี่ยมการดำเนินงานตามโครงการพัฒนาพื้นที่ป่าขุนแม่กวงอันเนื่องมาจากพระราชดำริ ในการนี้ได้พระราชทานพระราชดำริเกี่ยวกับการพัฒนาพื้นที่ป่าขุนแม่กวงฯ โดยสรุปได้ดังนี้
1. ให้พิจารณาดำเนินการพัฒนาพื้นที่ป่าสงวนแห่งชาติป่าขุนแม่กวง โดยแบ่งพื้นที่ดำเนินการเป็น 3 ระยะคือ เริ่มต้นจากพื้นที่ด้านทิศเหนือของศูนย์ฯ ขึ้นไปจนจรดขอบอ่างเก็บน้ำแม่กวง รวมเนื้อที่ประมาณ 30,000 ไร่ พื้นที่ต่อจากระยะที่ 1 ขึ้นไปทางทิศเหนือจนจรดเขตอำเภอแม่แตง และอำเภอพร้าว จังหวัดเชียงใหม่ เนื้อที่ประมาณ 70,000 ไร่ และพื้นที่ส่วนที่เหลือในเขตลุ่มน้ำกวง มีพื้นที่ดำเนินการโครงการอีกประมาณ 245,000 ไร่ ทางด้านตะวันออก ครอบคลุมพื้นที่อำเภอดอยสะเก็ด อำเภอสันกำแพง อำเภอเวียงป่าเป้า จังหวัดเชียงราย และอำเภอแจ้ห่ม จังหวัดลำปาง
2. แนวทางการพัฒนาพื้นที่พระราชทานไว้ดังนี้
2.1 พิจารณาคัดเลือกพื้นที่ที่เหมาะสม จัดให้แก่ราษฎรที่อาศัยอยู่ ในพื้นที่โครงการก่อนแล้วทำกินเพื่อการเกษตร ไม่ให้มีการบุกรุกป่าเพิ่มเติม
2.2 เร่งรัดให้มีการปลูกป่าในพื้นที่ที่ถูกทำลาย ฟื้นฟูแหล่งต้นน้ำลำธาร
2.3 ให้พิจารณาดำเนินการอนุรักษ์พื้นที่ป่าไม้ที่สมบูรณ์ และมีมาตรการป้องกันรักษาป่าที่เหมาะสม
2.4 พิจารณาสร้างฝายต้นน้ำลำธารกระจายทั้งพื้นที่โครงการ เพื่อเพิ่มความชุ่มชื้นให้แก่พื้นที่ป่าและจัดหาน้ำสนับสนุนโครงการตามความเหมาะสม
2.5 พิจารณาปลูกหญ้าแฝกเพื่อเป็นกำแพงป้องกันมิให้สารพิษ ลงในอ่างเก็บน้ำตามบริเวณที่ก่อสร้างฝายต้นน้ำลำธาร

ผลการดำเนินงาน
โครงการพัฒนาพื้นที่ป่าขุนแม่กวงอันเนื่องมาจากพระราชดำริได้ดำเนินงานสนองพระราชดำริ เพื่อรักษาสภาพป่าต้นน้ำให้มีความอุดมสมบูรณ์เอื้อต่อการดำรงชีวิตแบบ “คนอยู่กับป่าได้อย่างเกื้อกูล” โดยในปี 2551 ได้ดำเนินงานพัฒนาป้องกันการบุกรุกทำลายป่า การอนุรักษ์ทรัพยากรป่าไม้ ตลอดจนการส่งเสริมพัฒนาอาชีพให้แก่ราษฎรในพื้นที่เป้าหมายสรุปผลได้ดังนี้

1. งานอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม การป้องกันการบุกรุกทำลายป่า จัดชุดหน่วยลาดตระเวน เพื่อป้องปรามการลักลอบตัดไม้พร้อมกับประชาสัมพันธ์ให้ประชาชน ชุมชน มีส่วนร่วมในการพัฒนาอนุรักษ์ และป้องกันดูแลรักษาทรัพยากรธรรมชาติ

หน่วยงานภาครัฐร่วมกับชุมชนได้ร่วมกันปฏิบัติงานด้านการอนุรักษ์ทรัพยากรป่าไม้ เช่น การปลูกป่าทดแทนในพื้นที่เดิม การจัดทำแนวป้องกันไฟป่า

2. งานขยายผล ดำเนินการจัดฝึกอบรมและถ่ายทอดเทคโนโลยีให้ความรู้ ด้านการพัฒนาและส่งเสริมอาชีพเพื่อเพิ่มทักษะในการปฏิบัติตามความสนใจ ความต้องการของราษฎรในแต่ละท้องที่ ให้สามารถทำการผลิตเพื่อยังชีพและพึ่งตนเองได้ เช่น การแปรรูปผลิตภัณฑ์สมุนไพร การจัดดอกไม้สด การปลูกผักปลอดสารพิษ เป็นต้น

ฝึกอบรมและส่งเสริมการทำปุ๋ยหมักและปุ๋ยอินทรีย์น้ำ โดยให้ราษฎรที่ร่วมโครงการฝึกอบรมทั้งภาคทฤษฎีและปฏิบัติ เพื่อให้เกิดทักษะสามารถนำไปปฏิบัติเองได้

เกษตรกรที่เข้าร่วมฝึกอบรมการเลี้ยงปลาเพื่อยังชีพ ได้เลี้ยงปลาในบ่อเลี้ยงและเลี้ยงไก่ ทำให้มีอาหารโปรตีนบริโภค และสามารถลดรายจ่ายในครอบครัว
