การค้นคว้าอิสระนี้ มีวัตถุประสงค์ของการศึกษา มีวัตถุประสงค์ของการศึกษาดังนี้ (1) เพื่อให้ทราบว่า ปัจจัยใด ในการบริหารจัดการจ่ายเงินเบี้ยยังชีพผู้สูงอายุ มีผลต่อการพัฒนาคุณภาพชีวิตของผู้สูงอายุ (2) เพื่อให้ทราบ ปัญหาและอุปสรรค ในการบริหารจัดการจ่ายเงินเบี้ยยังชีพผู้สูงอายุ หน่วยการวิเคราะห์ คือผู้สูงอายุ และประชากรที่ใช้ในการวิจัย ได้แก่ ผู้สูงอายุ ที่รับเงินเบี้ยยังชีพผู้สูงอายุ ในปี งบประมาณ พ.ศ.2557 จากเทศบาลตำบลขามสะแกแสง อำเภอขามสะแกแสง จังหวัดนครราชสีมา
ผู้ศึกษาใช้วิธีการสุ่มตัวอย่าง แบบ Simple Random Sampling ได้จำนวนตัวอย่าง 86 คน จากประชากร 743 คน วิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูปทางสถิติ เพื่อทดสอบความเที่ยง (Reliability) ทดสอบความตรงของโครงสร้าง (Construct Validity) และหาคงวามสัมพันธ์เชิงเหตุและผล (Causality) ด้วยการวิเคราะห์สมการถดถอย (Regression)
ผลการศึกษา พบว่า ปัจจัยการให้บริการของเจ้าหน้าที่เทศบาลในด้านการจ่ายเบี้ยยังชีพมีผล “เชิงลบ” ต่อพัฒนาคุณภาพชีวิตตนเองของผู้สูงอายุ และยังพบว่า ปัจจัยการให้บริการของเจ้าหน้าที่เทศบาลในด้านการจ่ายเบี้ยยังชีพไม่มีผลใดๆ ต่อการพัฒนาคุณภาพชีวิตในด้านการมีส่วนร่วมกับผู้อื่นของผู้สูงอายุ กล่าวคือ ผลการวิจัยไม่เป็นไปตามสมมุติฐาน
ผู้ศึกษาเห็นว่า เงินเบี้ยยังชีพผู้สูงอายุ เป็นเงินที่มีประโยชน์มาก ผู้สูงอายุจำนวนหนึ่งรอคอยวันที่จะได้รับเงินนี้ เพื่อการใช้จ่ายในชีวิตประจำวัน หน่วยงานที่เกี่ยวข้อง ควรศึกษาเพิ่มเติมเรื่อง การนำเงินที่ได้จากเบี้ยยังชีพผู้สูงอายุไปใช้ประโยชน์ ในการดำรงชีวิต หรือเพื่อการพัฒนาคุณภาพชีวิตของผู้สูงอายุ หรือควรศึกษาเพิ่มเติม ปัจจัยอื่น ๆ ที่เกี่ยวข้องกับการจ่ายเบี้ยยังชีพ ที่คาดว่าจะมีผลต่อการพัฒนาคุณภาพชีวิตผู้สูงอายุ เช่น ปัจจัยเรื่องกิจกรรมเสริม ในการจ่ายเบี้ยยังชีพผู้สูงอายุ
