1. ปัญหาด้านอำนาจท้องถิ่น ประกอบด้ว

1. ปัญหาด้านอำนาจท้องถิ่น ประกอบด้วยปัญหาต่างๆ ดังนี้
1.1 ปัญหาด้านอำนาจในการปกครองตนเอง และความเป็นอิสระของท้องถิ่น ในส่วนนี้จะเป็นปัญหาย่อย 2 ประการ ได้แก่ (1) ปัญหาการได้รับการกระจายอำนาจน้อยเกินไป และ(2) ปัญหาการได้รับการควบคุมตรวจสอบมากเกินไป
1.2 ปัญหาด้านอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่น ประกอบด้วยปัญหาย่อย 2 ประการ ได้แก่ (1) ปัญหาการมีอำนาจหน้าที่ไม่เหมาะสม และ(2) ปัญหาความไม่ชัดเจนในการกำหนดอำนาจหน้าที่ของท้องถิ่น
2. ปัญหาด้านโครงสร้างของท้องถิ่น ประกอบด้วยปัญหาต่างๆ ดังต่อไปนี้
2.1 ปัญหาด้านโครงสร้างของระบบการบริหารท้องถิ่น ประกอบด้วย (1) โครงสร้างของระบบการบริหารท้องถิ่นไม่เป็นประชาธิปไตย (2) โครงสร้างของระบบการบริหารท้องถิ่นไม่ชัดเจน (3) โครงสร้างของระบบการบริหารท้องถิ่นมีส่วนคาบเกี่ยวกับระบบการบริหารประเทศ (4) โครงสร้างของระบบการบริหารท้องถิ่นที่มีองค์ประกอบไม่เหมาะสม และ (5) โครงสร้างของระบบการบริหารท้องถิ่นที่ซับซ้อน
2.2 ปัญหาด้านโครงสร้างขององค์กรปกครองส่วนท้องถิ่น ประกอบด้วยปัญหาย่อยๆ ดังนี้ (1) ปัญหาด้านโครงสร้างหลักขององค์กรปกครองส่วนท้องถิ่น (2) ปัญหาด้านโครงสร้างการบริหารงานขององค์กรปกครองส่วนท้องถิ่น
