ประวัติ
เกิดเมื่อวันที่ 8 ธันวาคม พ.ศ. 2485 ที่จังหวัดเพชรบุรี ศึกษาในระดับมัธยมศึกษาที่โรงเรียนประจำจังหวัดเพชรบุรีและในระดับหลักสูตรอาชีวศึกษาโรงเรียนพณิชยการตั้งตรงจิต จากนั้นจึงศึกษาต่อในระดับปริญญาตรีที่แคลิฟอร์เนีย คอลเลจ-ออฟ คอมเมอร์ซ สหรัฐอเมริกา และในระดับปริญญาโทบริหารธุรกิจที่มหาวิทยาลัยปาล์มบีช ฟลอริดา สหรัฐอเมริกา[1]

สมรสกับนางสุรีย์ สถิรชวาล(สกุลเดิมนภากร น้องสาวนายทวี นภากร อิหม่ามศูนย์กลางอิสลามแห่งประเทศไทย) ขณะกำลังศึกษาที่สหรัฐอเมริกาด้วยกัน ทำให้พิเชษฐนับถือศาสนาอิสลามตามสุรีย์

การทำงาน
เริ่มทำงานปี 2508 ที่ธนาคารไทยทนุ จำกัด ก่อนจะลาออกเมื่อปี 2511 เพื่อไปศึกษาต่อที่สหรัฐอเมริกา หลังจากสำเร็จการศึกษาแล้วก็เข้าทำงานในภาครัฐกระทั่งดำรงตำแหน่งผู้อำนวยการองค์การขนส่งมวลชนกรุงเทพ(ขสมก.)เมื่อวันที่ 1 กันยายน 2527 ซึ่งขณะดำรงตำแหน่งได้ริเริ่มนำคอมพิวเตอร์มาใช้ใน ขสมก.และเปลี่ยนรถเมล์จากสีฟ้าเป็นสีแดงทั้งหมดแล้วปรับขึ้นค่าโดยสาร หลังจากนั้นได้รับแต่งตั้งเป็นผู้ตรวจราชการกระทรวงคมนาคม ตั้งแต่ปี 2531-2538 จึงลาออก[2]

การเมือง
ในปี 2518ได้สมัครเข้าเป็นสมาชิกพรรคกิจสังคมและในปี 2519 ได้ลงสมัครรับเลือกตั้งสมาชิกสภาผู้แทนราษฎรจังหวัดลพบุรีในนามพรรคกิจสังคมแต่ก็ไม่ได้รับเลือก ต่อมาในปี พ.ศ. 2538 ได้ลงสมัครรับเลือกตั้งสมาชิกสภาผู้แทนราษฎรจังหวัดเพชรบุรีในนามพรรคชาติไทยแต่ก็ไม่ได้รับเลือกอีก จนกระทั่งในการเลือกตั้งวันที่ 17 พฤศจิกายน 2539 ก็ได้รับเลือตั้งเป็นสมาชิกสภาผู้แทนราษฎรจังหวัดเพชรบุรี พรรคความหวังใหม่

พิเชษฐ สถิรชวาล เป็นสมาชิกสภาผู้แทนราษฎรแบบบัญชีรายชื่อ พรรคความหวังใหม่[3] และได้รับโปรดเกล้าฯแต่งตั้งเป็นรัฐมนตรีช่วยว่าการกระทรวงอุตสาหกรรมในรัฐบาลพันตำรวจโททักษิณ ชินวัตรในโควตาพรรคความหวังใหม่ในวันที่ 17 กุมภาพันธ์ 2544 และต่อมาหลังจากมีการยุบพรรคความหวังใหม่รวมกับพรรคไทยรักไทยและการปฏิรูปกระทรวง ทบวง กรมในปี 2545 ก็ได้รับโปรดเกล้าฯแต่งตั้งเป็นรัฐมนตรีช่วยว่าการการกระทรวงคมนาคมในวันที่ 3 ตุลาคม 2545[4]

ในเดือนสิงหาคม 2546 ศาลรัฐธรรมนูญได้วินิจฉัยให้พิเชษฐพ้นจากความเป็นรัฐมนตรีเนื่องจากจงใจยื่นบัญชีทรัพย์สินอันเป็นเท็จ รวมถึงห้ามไม่ให้ดำรงตำแหน่งทางการเมืองเป็นเวลา 5 ปี[5] โดยช่วงเวลาห้ามดำรงตำแหน่งทางการเมืองก็ได้ผันตัวเองไปทำงานด้านกิจการศาสนาอิสลามในตำแหน่งเลขาธิการคณะกรรมการกลางอิสลามแห่งประเทศไทย

เมื่อศาลรัฐธรรมนูญตัดสินให้ยุบพรรคพลังประชาชนทำให้สมาชิกสภาผู้แทนราษฎรพรรคพลังประชาชนเดิมเข้าสังกัดพรรคเพื่อไทย ซึ่งต่อมาพิเชษฐก็เข้าสังกัดพรรคเพื่อไทยโดยได้รับแต่งตั้งให้เป็นประธานภาคใต้พรรคเพื่อไทย ต่อมาเมื่อพลเอกชวลิต ยงใจยุทธเข้าสมัครเป็นสมาชิกพรรคเพื่อไทยและได้รับแต่งตั้งเป็นประธานพรรคและประธานภาคใต้ของพรรคเพื่อไทย พลเอกชวลิตก็ได้แต่งตั้งพิเชษฐเป็นประธานโซนอันดามันพรรคเพื่อไทย[9]

ปัจจุบันพิเชษฐได้รับการแต่งตั้งให้เป็นที่ปรึกษานายกรัฐมนตรีทำหน้าที่ผู้แทนการค้าไทยในรัฐบาลนางสาวยิ่งลักษณ์ ชินวัตร[10]

การศาสนา
ขณะดำรงตำแหน่งรัฐมนตรีช่วยว่าการกระทรวงคมนาคม พิเชษฐได้กำกับดูแลบริษัทการบินไทย(มหาชน)จำกัด ซึ่งจุฬาราชมนตรีก็ได้แต่งตั้งพิเชษฐเป็นที่ปรึกษาเพื่ออำนวยความสะดวกในการช่วยเหลือผู้ที่เดินทางไปประกอบพิธีฮัจญ์ ณ ประเทศซาอุดิอาระเบีย ทำให้พิเชษฐเริ่มมีความสัมพันธ์กับผู้นำศาสนาอิสลามในประเทศไทย
