3.6.2 เกณฑ์การประเมินเกณฑ์การแปลผลคะแนนคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ มีค่าคะแนนระหว่าง 0 – 100 วิเคราะห์ข้อมูลโดยให้น้ำหนักแต่ละข้อคำถามในแบบสำรวจ 3 แหล่ง โดยเกณฑ์การให้คะแนน แบ่งเป็น 5 ระดับ ดังนี้
80 – 100 คะแนน = มีระดับคุณธรรมและความโปร่งใสในการดำเนินงานสูงมาก

0 – 19.99 คะแนน = มีระดับคุณธรรมและความโปร่งใสในการดำเนินงานต่ำมาก

ส่วนที่ 4 ผลการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น จังหวัดอ่างทอง
4.1 ผลการแจกแจงข้อมูลด้านประชากรเกี่ยวกับลักษณะส่วนบุคคลของกลุ่มตัวอย่าง และจำนวนกลุ่มตัวอย่าง จำแนกแบบสำรวจได้ ดังนี้
4.1.1 แบบสำรวจ Internal Integrity & transparency Assessment : IIT เก็บข้อมูลจากเจ้าหน้าที่ภายในหน่วยงานที่ปฏิบัติงานในปีงบประมาณ พ.ศ. 2558 ที่มีอายุการทำงานตั้งแต่ 1 ปีขึ้นไป ได้จำนวนทั้งสิ้น 1,911 คน พบว่า ส่วนใหญ่มีตำแหน่งในหน่วยงานเป็นเจ้าหน้าที่ประเภทลูกจ้าง คิดเป็นร้อยละ 54.32 รองลงมาเป็นประเภทปฏิบัติการ (ระดับ 1-6) คิดเป็นร้อยละ 30.98 และประเภทปฏิบัติการ (ระดับ 7-8) คิดเป็นร้อยละ 10.68 ส่วนใหญ่เป็นเพศหญิง คิดเป็นร้อยละ 56.83 และส่วนใหญ่มีอายุการทำงานระหว่าง 5-10 ปี คิดเป็นร้อยละ 38.83 รองลงมามีอายุการทำงานต่ำกว่า 5 ปี คิดเป็นร้อยละ 26.58
4.1.2 แบบสำรวจ External Integrity & transparency Assessment : EIT เก็บข้อมูลจากผู้รับบริการหรือผู้มีส่วนไดสวนเสีย ในปีงบประมาณ พ.ศ. 2558 จำนวน 7,070 คน พบว่า ส่วนใหญ่มีอายุ 61 ปีขึ้นไป คิดเป็นร้อยละ 37.33 รองลงมามีอายุระหว่าง 51 - 60 ปี คิดเป็นร้อยละ 23.64 ส่วนใหญ่เป็นเพศหญิง คิดเป็นร้อยละ 55.84 ระดับการศึกษาส่วนใหญ่ต่ำกว่าปริญญาตรี คิดเป็นร้อยละ 69.75 การประกอบอาชีพ ส่วนใหญ่ธุรกิจส่วนตัว/เจ้าของธุรกิจ คิดเป็นร้อยละ 38.26 รองลงมาประกอบอื่นๆ ได้แก่ ทำนา ทำสวน และรับจ้างทั่วไป คิดเป็นร้อยละ 31.39 ส่วนใหญ่อยู่ในภาคการเกษตร คิดเป็นร้อยละ 65.10 รองลงมาภาคการค้า คิดเป็นร้อยละ 18.05 และส่วนใหญ่มีรายได้ต่อเดือนต่ำกว่า 50,000 บาท คิดเป็นร้อยละ 88.12
