ไอซีที ดันนโยบายสร้างดิจิตอลภาครัฐขับเคลื่อนดิจิตอลอีโคโนมี หนุนสำนักงานรัฐบาลอิเล็กทรอนิกส์ เร่งเดินหน้าโอเพ่นดาต้า สร้างคนและองค์กรรัฐให้เข้าสู่ยุคดิจิตอล ด้าน EGA วางแผนปีหน้าดันบริการภาครัฐเข้าสู่มือถือ
นายพรชัย รุจิประภา รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือ ICT เปิดเผยว่า จากนโยบายการสร้างประเทศไทยเข้าสู่ Digital Economy ซึ่งถือเป็นการขับเคลื่อนทุกภาคส่วนของประเทศเข้าสู่ยุคดิจิตอลเพื่อทำให้นำเทคโนโลยีมาใช้ให้เกิดประโยชน์สูงสุด หนึ่งในการขับเคลื่อนที่สำคัญก็คือ การปรับเปลี่ยนภาครัฐและราชการเข้าสู่ยุค Digital Government ซึ่งจะเป็นภาพที่ใหญ่กว่านโยบาย Electronic Government ดังเช่นที่ผ่านมา
สิ่งที่เด่นชัดในยุคของ Electronic Government ก็คือ การเปลี่ยนยุคกระดาษเข้าสู่ยุคอิเล็กทรอนิกส์ ปรับลดกระบวนการและแปรเปลี่ยนเอกสารหรือฟอร์มต่างๆ มาสู่ระบบคอมพิวเตอร์ แต่ในยุคนี้ก็ต้องต่อสู้กันในแง่ของพฤติกรรมการทำงานที่ติดกับกระดาษมาอย่างยาวนาน เช่น การต้องใช้สำเนาบัตรประชาชน หรือสำเนาทะเบียนบ้านในทุกเรื่องราว ซึ่งเกี่ยวโยงกับกฎหมายหลายอย่างที่ทำให้การปรับเปลี่ยนเป็นไปด้วยความลำบาก แต่อย่างไรก็ตามจากความพยายามของรัฐบาลก็ทำให้ค่อยๆ ขจัดปัญหาเหล่านี้ให้เหลือน้อยที่สุด
ขณะที่ภาครัฐของไทยกำลังก้าวเข้าสู่ e-Government เต็มตัว แต่กระแสโลกก็สร้างแนวโน้มใหม่ ไม่ว่าจะเป็นการเติบโตของ Social Network, Big Data และอื่นๆ อีกมากมาย ทำให้ภาครัฐของไทยก็ต้องวางยุทธศาสตร์การเติบโตใหม่ โดยจะเน้นเข้าสู่ยุค Digital Government ที่จะเป็นตัวขับเคลื่อนใหญ่ให้ประเทศก้าวเข้าสู่ Digital Economy Digital Government ในช่วงแรกนั้นทางสำนักงานรัฐบาลอิเล็กทรอนิกส์ (องค์การมหาชน) หรือ EGA ได้วางรากฐานชั้นดีเอาไว้แล้ว ตั้งแต่การสร้างระบบ Government Information Network หรือ GIN อันเป็นระบบเครือข่ายสื่อสารข้อมูลเชื่อมโยงหน่วยงานภาครัฐ ที่เชื่อมต่อกับทุกหน่วยงานภาครัฐทำให้เกิดโครงข่ายการบริหารงานที่มีประสิทธิภาพ มีระบบ Government Cloud Computing หรือ G-Cloud ที่รองรับทั้ง Infrastructure as a Service, Platform as a Service จนถึง Application as a Service ซึ่งภาครัฐในช่วง 2 ปีตื่นตัวในการใช้ระบบนี้จำนวนมาก ซึ่งโครงสร้างเหล่านี้ทำให้การปรับเปลี่ยนภาครัฐเข้าสู่ยุค Digital Government ทำได้ง่ายขึ้น
ในปีนี้โครงการสำคัญของ EGA ที่จะดำเนินการเรื่อง Mobile Government และ Open Government Data ก็ถือเป็นเรื่องใหญ่ที่จะวางฐานเพื่อสร้างการต่อยอดจากโครงสร้างพื้นฐานที่ดำเนินการไปแล้ว ซึ่งจะทำให้ Digital Government ผลักดันภาคอุปสงค์ลงสู่ภาคประชาชนได้อย่างเต็มตัว เกิดนวัตกรรมใหม่ เกิดการสร้างงานใหม่ๆ จากการนำข้อมูลภาครัฐ และโครงสร้างพื้นฐานต่างๆ ไปใช้งานให้เกิด Business Model หรือความคิดทางธุรกิจใหม่ๆ ได้อย่างไม่สิ้นสุด
นอกจากเรื่องโครงสร้างพื้นฐาน และการสร้างเครื่องมือในการเป็น Digital Economy โดยผ่าน Digital Government แล้ว ในส่วนของภาครัฐจำเป็นต้องพัฒนาบุคลากรรองรับการเปลี่ยนแปลงในครั้งนี้ด้วย จะเห็นว่ากระทรวงไอซีทีได้ร่วมมือกับ EGA ในการวาง Digital Government Organization เอาไว้แล้ว ว่าควรจะมีโครงสร้างคนอย่างไร รวมถึงกฎระเบียบต่างๆ ที่จะรองรับ สิ่งที่ต้องเร่งมือและถือเป็นเรื่องเร่งด่วนคือ การสร้าง Digital Executive หรือผู้บริหารที่จะเข้ามารับผิดชอบด้านการปรับเปลี่ยนภาครัฐเข้าสู่ยุคดิจิตอล
อย่างเช่น โครงการอบรมหลักสูตรนักบริหารรัฐบาลอิเล็กทรอนิกส์ ซึ่งปีนี้เป็นปีที่ 4 แล้ว ก็สามารถสร้างบุคลากรรองรับได้อย่างดี ทำให้ผู้บริหารภาครัฐสามารถเข้าใจเศรษฐกิจยุคดิจิตอลและสามารถประยุกต์ไปใช้งานได้จริงในองค์กรการสร้าง Digital Executive จะมีอย่างต่อเนื่อง และจะมีการลงรายละเอียดมากขึ้น ไม่เพียงแต่จะมี CIO ดังเช่นในอดีต แต่ต้องมี CDO หรือ Chief Data Officer ที่ต้องเข้ามาดูเรื่องการเปิดเผยข้อมูลภาครัฐโดยตรง และจะต้องมีคนที่เข้ามาดูเรื่อง Big Data และอื่นๆ มีหลายอย่าง เพื่อให้ภาครัฐมีความทันสมัย เท่าทันเทคโนโลยี และทำให้การบริการประชาชนสามารถเป็นหนึ่งเดียวกับความต้องการของพวกเขา
