4.วิศวกร
- สำเร็จระดับปริญญาทางวิศวกรรมที่ได้รับการยอมรับโดยองค์กรด้านการรับรองวิศวกรรมวิชาชีพ
- มีการขึ้นทะเบียนหรือมีใบอนุญาตที่ยังมีผลในปัจจุบัน
- มีประสบการณ์ในภาคปฎิบัติและมีความหลากหลายมาไม่ต่ำกว่า 7 ปี หลังจบการศึกษาและจะต้องได้รับผิดชอบงานด้านวิศวกรรมที่เด่นชัดอย่างน้อย 2 ปีด้วย
- ได้รับใบรับรองจากผู้มีอำนาจกำกับดูแลด้านวิชาชีพ (PRA-Professional Regulatory Authority) ของประเทศบ้านเกิด และไม่มีประวัติการกระทำผิดอย่างร้ายแรง
- วิศวกรที่มีคุณสมบัติครบ มีสิทธิขอสมัครต่อคณะกรรมการประสานงานด้านวิศวกรวิชาชีพอาเซียน เพื่อได้รับการขึ้นทะเบียนเป็นวิศวกรวิชาชีพอาเซียน
- วิศวกรวิชาชีพอาเซียน จะมีสิทธิ์สมัครต่อผู้มีอำนาจกำกับดูแลด้านวิชาชีพต่างด้าวจดทะเบียน
- จะต้องไม่เป็นการประกอบวิชาชีพเพียงลำพัง แต่จะต้องประกอบวิชาชีพร่วมกับวิศวกรวิชาชีพที่ได้รับมอบหมายของประเทศผู้รับ
