นับตั้งแต่กรมรถไฟหลวงได้เปลี่ยนฐานะมาเป็นรัฐวิสาหกิจประเภทสาธารณูปการภายใต้ชื่อการรถไฟแห่งประเทศไทยเมื่อวันที่ 1 กรกฎาคม 2494 เป็นต้นมา ซึ่งพระราชบัญญัติการรถไฟแห่งประเทศไทย พ.ศ. 2494 มาตรา 6 ได้กำหนดวัตถุประสงค์ให้จัดดำเนินการและนำมาซึ่งความเจริญของกิจการรถไฟเพื่อประโยชน์แห่งประชาชนเป็นหลัก ดังนั้นบทบาทของการรถไฟจึงมุ่งรับใช้สังคมเนื่องจากการขนส่งโดยรถไฟเป็นระบบการขนส่งมวลชน ซึ่งเป็นธุรกิจผลิตบริการขนส่งผู้โดยสารเป็นจำนวนมาก
